Characterizing the health care system from the sustainable point of view, it is important to evaluate the operational principles of the healthy society. It is necessary to evaluate the existing problems in the health care sector and to identify further development possibilities in order to be able to perform the high healthy society standard. The Latvian financial accessibility of the health care during the last years has been explored. The article provides the analysis of main development tendencies of the medical accessibility for inhabitants, where suggestions of potentialities for their further development are given.

Measuring change in health care equity using small area administrative data – evidence from the English NHS 2001-8

This study developed a method for measuring change in socio-economic equity in health care utilisation using small area level administrative data. Our method provides more detailed information on utilisation than survey data but only examines socio-economic differences between neighbourhoods rather than individuals. The context was the English NHS from 2001 to 2008, a period of accelerated expenditure growth and pro-competition reform. Hospital records for all adults receiving non-emergency hospital care in the English NHS from 2001 to 2008 were aggregated to 32,482 English small areas with mean population about 1,500 and combined with other small area administrative data. Do Sign Language Videos Improve Web Navigation for Deaf Signer Users?

The efficacy of video-based sign language (SL) navigation aids to improve Web search for Deaf Signers was tested by two experiments. Experiment 1 compared 2 navigation aids based on text hyperlinks linked to embedded SL videos, which differed in the spatial contiguity between the text hyperlink and SL video (contiguous vs. distant). Deaf Signers’ performance was similar in Web search using both aids, but a positive correlation between their word categorization abilities and search efficiency appeared in the distant condition. Objective: The HBV HBx regulatory protein is required for transcription from the covalently closed circular DNA (cccDNA) minichromosome and affects the epigenetic control of both viral and host cellular chromatin. Design: We explored, in relevant cellular models of HBV replication, the functional consequences of HBx interaction with DLEU2, a long non-coding RNA (lncRNA) expressed in the liver and increased in human hepatocellular carcinoma (HCC), in the regulation of host target genes and the HBV cccDNA. The function of the X protein (pX) in the replication cycle of mammalian hepadnaviruses is enigmatic. Using tissue culture experiments it has been shown that the X gene product is not central to hepatitis B virus (HBV) replication and virion export. However, at present it is still unclear whether this also applies to the in vivo situation. Using a terminally redundant X-deficient HBV DNA construct, transgenic mice were established that exhibited high-level expression of the viral core protein in liver and kidneys. This paper proposes a cooperative multiple access protocol based on the Distributed Coordination Function (DCF) Request-To-Send/Clear-To-Send (RTS/CTS) scheme for distributed wireless networks. It answers three key questions concerning cooperation from the network perspective, namely when to cooperate, whom to cooperate with and how to protect cooperative transmissions. IEEE 802.11 medium access control (MAC), called distributed coordination function (DCF), provides two different access modes, namely, 2-way (basic access) and 4-way (RTS/CTS) handshaking. The 4-way handshaking has been introduced in order to combat the hidden terminal phenomenon.
