On the Design of Fast Wavelet Transform Algorithms With Low Memory Requirements

2008

In this paper, a new algorithm to efficiently compute the two-dimensional wavelet transform is presented. This algorithm aims at low memory consumption and reduced complexity, meeting these requirements by means of line-by-line processing. In this proposal, we use recursion to automatically place the order in which the wavelet transform is computed. This way, we solve some synchronization problems that have not been tackled by previous proposals. Furthermore, unlike other similar proposals, our proposal can be straightforwardly implemented from the algorithm description. To this end, a general algorithm is given which is further detailed to allow its implementation with a simple filter bank…

Where Did the Money Go? Endogenous Money Creation for International Fraudulent Purposes - The Case of the 2015 Moldovan Banking Scandal

2015

On Monday 4 May 2015, the speaker of Parliament of the Republic of Moldova published the Kroll report on his Internet blog after thousands of people rallied on Sunday 3 May in the capital, Chisinau, to protest against endemic corruption in the country, and demand recovery of the missing billions in the Ilan Shor group scandal. The Kroll report aims at investigating the apparent theft of nearly one-fifth of the country's annual GDP. In a spectacular lender-of-last resort move, the Moldovan central bank was forced to issue some 16 billion lei ($870 million) in emergency loans to keep the economy afloat. The Kroll report focuses on three commercial banks that account for a third of the country…

A Need for a Paradigm Shift in the Spanish Banking Sector? The Evolution from Regional to Multinational Banks in Spain.

2014

Since the approval of Spain¿s 2012 National Budget on March 30, 2012, some doubts and controversies have added up to many fears in the private sector regarding the measures and stimuli that the Spanish government was going to undertake. At the same time, this situation was in some measure aggravated by the financial backlog of many small and medium companies, which are and will continue, in the following years to be completely unable to comply with their financial requirements. In line with Boronat Ombuena¿s (2009a, 2009b, 2010, 2012) requirements in his new approach to finance and private sector liaisons, the purpose of this paper is to analyze the recent years of the credit …

Wavelet Frames Generated by Spline Based p-Filter Banks

2014

This chapter presents a design scheme to generate tight and so-called semi-tight frames in the space of discrete-time periodic signals. The frames originate from oversampled perfect reconstruction periodic filter banks. The filter banks are derived from discrete-time and discrete periodic splines. Each filter bank comprises one linear phase low-pass filter (in most cases interpolating) and one high-pass filter, whose magnitude response mirrors that of a low-pass filter. In addition, these filter banks comprise a number of band-pass filters. In this chapter, frames generated by four-channel filter banks are briefly outlined (see Chap. 17 in [2] for details) and tight frames generated by six-…

Fair immunization and network topology of complex financial ecosystems

2023

The aftermath of the recent financial crisis has shown how expensive and unfair the stabilization of financial ecosystems can be. The main cause is the level of complexity of financial interactions that poses a problem for regulators. We provide an analytical framework that decomposes complex ecosystems in both their overall level of instability and the contribution of institutions to instability. These ingredients are then used to study the pathways of the ecosystems towards stability by means of immunization schemes. The latter can be designed to penalize institutions proportionally to their contribution to instability, and therefore enhance fairness. We show that fair immunization scheme…

Regional heterogeneity in the business environment: the case of Italy

2022

How do we evaluate the business environment of regional economies? This paper makes use of primary data from the World Bank’s Subnational Doing Business studies to analyze the capacity of Italian regions to facilitate entrepre- neurs in setting up and operating new businesses. By comparing data across locations and over time, we are able to identify best practices that may help policy makers in the implementation of reforms aiming at improving the business environ- ment of Italian regions and, as a result, of the country.

Monetary Policy Rules: From Adam Smith to John Taylor

2012

We describe, through the lenses of history, the intellectual origins of the Taylor rule. The Taylor rule was an important component of the transformation that swept through the monetary policy landascape in a remarkable few years following the abandonment of monetary targeting. In this long paper we provide an original overview of the long-dated debate on rules vs discretion in monetary policy, ever since Adam Smith and the monetary controversies of the XIX century. We then analyse in greater detail the debates in the interwar years (Wicksell, Keynes, Cassel, Simons, Fisher) and the debates in the 1950s and 1960s (Phillips, Friedman, the rational expectation hipothesis) and how these debate…

The waves of enterprises bankruptcy and the factors that determine them: the case of Latvia and Lithuania

2018

International audience; Bankruptcy of enterprises is macroeconomic issue and a phenomenon of a dynamic and competitive market economy. It results in a lot of negative effects not only for the enterprise and its employees but also for other enterprises and institutions, as well as the state and society. The aim of the article is to carry out the analysis of bankruptcy of Latvian and Lithuanian enterprises. No such study has been carried out so far. Article analyses the dynamics of Latvian and Lithuanian enterprise bankruptcy, which manifest themselves in larger waves in certain periods and the factors that influence them. From 1993-when the bankruptcy of enterprises was started to be officia…

The Effect of Long-Term Storage on the Biological and Histological Properties of Cryopreserved Amniotic Membrane

2011

Cryopreserved amniotic membrane (AM) is widely used in ophthalmology because of its anti-angiogenic, anti-inflammatory, and wound healing promoting capabilities. A common method to conserve the tissue is the storage in cryo-medium containing 50% glycerol at -80°C. The aim of this study was to examine the influence of storage time on the sterility as well as the histological and biological properties of cryopreserved AM.Amniotic membrane from different donors was stored in cell culture media containing 50% glycerol for different time periods, on average 4 months (group 1), 15 months (group 2), and 24 months (group 3), at -80°C. Samples of the tissue and cryo-medium were examined for bacteria…
