Organised Crime and the Economy: a Framework for Policy Prescriptions

2014

In this paper we discuss policies to combat organised crime from the perspective of economic analysis. We introduce concepts such as supply and demand for Mafia and the implied notion of equilibrium to build a framework to classify the contexts in which organised crime interferes with the economy. We then use this framework to discuss policy interventions, distinguishing between policies implemented by the State and mobilisation of civil society. We show that using the economic approach helps understand the aspect of persistence of criminal organisations and identify vicious circles of different nature. The broad spectrum of State policies identified includes norms on competition, on the ef…

CREATION AND DEVELOPMENT OF INTERNATIONAL CRIMINAL LAW. STUDY ON THE EMERGENCE OF A LEGAL ORDER

2009

According to a prevailing view, the law of international criminal jurisdictions constitutes a branch of public international law. However, despite a strong institutional anchoring to public international law, this area of law, which is referred to as international criminal law for the purposes of this study, seems to go beyond the framework of public international law. Unprecedented solutions are being developed by international criminal courts to deal with situations referred to them. The international criminal judge plays a key role in this mechanism of overcoming public international law. The emergence of mass terrorism coupled with the trivialization of internal armed conflicts undermin…

La "lotta" alla criminalità organizzata

2020

Analysis of the evolution of the EU regulatory approach on virtual assets

2022

The technological advancements of virtual assets are growing exponentially in numbers now providing better security and enhanced privacy for its users. Furthermore, users may scramble and tumble virtual assets disguising their records of transactions. Innovations such as these although allow users to enjoy enhanced privacy in a world of constant supervision and “liberalization” of currency from the state, has however also opened a milieu for criminals to operate in, allowing money laundering, terrorism financing, tax and sanctions evasion, and other financial crimes to go unnoticed. In that regard, this thesis focuses on how the European Union has managed to catch up with the continuous inn…

Criminalpol Sicilia and the mafia, 1966-1981

2022

This article reconstructs events relating to the Centro di coordinamento regionale di polizia criminale (Criminalpol Sicilia) in Palermo, from its establishment in the second half of the 1960s up to the beginning of the 1980s. Created in order to unify and coordinate mafia investigations at the regional level, Criminalpol Sicilia became, over time, one of the most significant ventures in the history of the battle against the mafia. First and foremost, this was because during the 1970s it managed to operate in total synergy with the most important investigative bodies engaged in fighting the mafia, including Palermo’s Squadra Mobile (Flying Squad). Secondly, it was because it proved capable …
