EU Public Diplomacy and the Eastern Partnership : Some Reflections on Goals, Determinants and Constraints

The aim of this article is to show public diplomacy using the example of the European Union, which by its very nature is perceived as an actor with a natural potential to conduct public diplomacy. In a more detailed perspective, the analysis concerns EU public diplomacy towards the states of the Eastern Partnership, which is both an addressee of its objectives and a catalyst for its difficulties and constraints. Two basic approaches to faith-based diplomacy (FBD) have developed over the last twenty years. For some, it is a synonym of supra-denominational conflict prevention and resolution, and for others, it is an element of the state’s foreign policy exploited to achieve not just cultural but also political goals. Through a reading of cinematic cultural diplomacy in the post-World War II UNESCO context, this study focuses on the potential cinema holds for speaking to the politics of difference. Traditionally seen as problematic and conflictual, this study suggests that for UNESCO, difference is not the source of war and conflict, but of peace.
