Social vulnerability to climate policies: Building a matrix to assess policy impacts on well-being

In this article, we address the social vulnerability of people to climate mitigation policies and contribute to assessing the social impacts of climate policies by introducing a matrix tool for conducting vulnerability assessments and participatory climate policy planning. The matrix serves as a methodological tool for identifying social groups in their social spaces. Institutional innovation can be understood as launching an institution within an intact institutional and cultural context. Such attempts of guided institutionalization pose a crucial built-in problem. The goal of institutional innovation is to create new routine-reproduced, taken-for-granted behaviour patterns. This chapter examines the politics memory and remembrance by focusing on the perceptions of citizens regarding the framework of Europeanisation and dealing with the troubled past. Although Kosovo signed the Stabilisation and Accession Agreement (SAA) with the EU, the country struggles to deal with its past in the framework of EU integration. This chapter examines the extent to which Europeanisation acts as a tool for dealing with the troubled past, or is just a superficial framework imposed from top-down policies of the EU. In everyday interaction, subtle manifestations of sexism often pass unacknowledged and become internalised and thus perceived as “natural” conduct. The introduction of new vocabularies for referring to previously unnamed sexist conduct would presumably enable individuals to start problematising hitherto unchallengeable sexism.
