Participative Planning Processes in the Absence of the (Public) Space of Democracy

Abstract This article aims to investigate the role, limits and opportunities of participation programmes in a local political context where consensus-building and inclusionary practices are not high priorities. A public housing neighbourhood in Palermo is used as a case study in order to critically highlight the ambiguous role that participative practices tend to play in fragile contexts. The case study also highlights the need for some preconditions for effective participatory practices in planning. These preconditions are focused on Arendt's notion of the ‘space of democracy’. Booms and busts in housing markets: determinants and implications

This study looks at real estate price booms and busts in industrialised countries. It identifies major and persistent deviations from long term trends for 18 countries and estimates the probabilities of their occurrence using a Random Effects Panel Probit model over the period 1980-2007. The spatial dimension of the French private rental markets: Evidence from microgeographic data in 2015

International audience; This article draws on data collected by local rental observatories in 12 French urban units in 2015 to analyze the spatial dimension of hedonic rental prices in the private rental market through (i) the spatial heterogeneity between urban units and (ii) the wide variety of contextual and locational characteristics (socio-economic, environmental (dis)amenity, and accessibility) and flexible specifications to capture their potential non-linear influence on rent. This paper pays particular attention to one of the many participatory models present in the landscape of urban and territorial planning. Specifically, the ACTION PLANNING model was chosen; a model used in Anglo-Saxon countries to identify the problems and needs of the inhabitants of a given territory, through the involvement of interested parties or stakeholders.
