Norms matter! The role of international norms in EU policies on asylum and immigration
2014
Abstract This Article investigates how international norms impact on eu asylum and immigration policy. To this end we scrutinize the assumption that the robustness of international norms indicates the quality of eu integration. Drawing on international norms literature we argue that four characters define an international norms’ robustness: specificity in definition, binding force, coherence with domestic law and international law, and concordant understanding among actors. Our analysis covers three eu policy areas, asylum policy, family reunification policy, and labour migration policy. Across the three areas international norms had varying degrees of robustness at the time of eu negotiat…
Circumventing deadlock through venue-shopping: Why there is more than just talk in US immigration politics in times of economic crisis
2016
This article addresses the question of how the financial and economic crisis that hit the US in the late 2000s impacted immigration policies. We find that the crisis has not significantly changed dynamics. Instead, it has highlighted and aggravated persisting trends. Drawing on Kingdon’s multiple streams model and combining it with the notion of two-level games, we find that while the policy stream and the problem stream would call for both restrictive and liberalising changes, the political stream impedes change: The fact that Congress has been divided for a long time over Comprehensive Immigration Reform (CIR) impedes any restrictive or liberalising changes. With problems resulting from c…

“Curious Victories”: The Famous Murder Case of Maria Barbella and Italian-American Women in the Press Between the 1890s and 1910s
2019
Immigrant women during the period of mass migration received little public attention. However, when some of them became protagonists in sensational murder cases, they burst into the public sphere. Analyzing the representation of Maria Barbella's trial in the mainstream, yellow and the Italian-American press shows how some of these invisible women were able to assert themselves in the public sphere and achieve a degree of agency despite their tragic circumstances. These women, represented as degenerate and genetically inferior in the early coverage of their cases and trials, were, over time, essentially rehabilitated in the press as “proper” American subjects as a result of the convergence o…
The Assassination of Lieutenant Joe Petrosino: A Contested Symbol in the Mainstream and Italian-American Press in the Early 20th Century
2023
Recently, scholars have looked at the ethnic press through a social constructionist lens, examining the process through which immigrants developed a sense of identity and the role of print culture in forming “imagined communities” (Anderson). Here, I analyze the coverage of the 1909 assassination of police Lieutenant Petrosino in both mainstream and Italian-American press and popular culture. This shocking event ignited a debate over the nature and origin of the Mafia and the dangerousness of the Italian community, a debate involving discourses of racial difference, immigration restriction, and the capability of Italians to assimilate. This debate became an important arena in which Italian …

Child Protection in Mediterranean Countries: Italy and Greece
2023
Abstract This chapter explores the child protection systems in Italy and Greece. Both countries have to deal with immigrant children due to the conflict between the rights of minors and immigration laws on control and defense. In Italy, the child protection system is the result of a patchwork of norms and regulations addressing different societal demands and pressures. Family and cash-transfers are fundamental factors in Italy’s child welfare system. Greece, on the other hand, has adopted fragmented measures and policies connected with financial benefits, income support, social security, social care for disabled people, and rehabilitation for children at risk. The chapter also notes how the…
Populism and Immigration: (Re)Inventing Identities Through Language
2022
Populism is one of the hottest topics of the moment and immigration is a fundamental lens for understanding its success, although not the only one. Starting from this assumption, this chapter aims to specify how language can be used as a strategic resource to empower populist platforms. The analysis contributes to the existing analysis by clarifying that language is intrinsically evaluative: the choice of the use of words and the linguistic strategies implemented by any political actor cannot be seen as neutral. Hence, we argue that (radical right) populists do not make a pathological use of language per se. The populist linguistic strategies belong to a physiological dimension, in the sens…
Processes and experiences of Portugal's international recruitment scheme of Colombian physicians: Did it work?
2017
Abstract The Portuguese Ministry of Health performed five international recruitment rounds of Latin American physicians due to the need for physicians in certain geographic areas of the country and in some specialties, as a temporary solution to shortages. Among these recruitments is that of Colombian physicians in 2011 that was the largest of the five groups. This paper presents an evaluation of the international recruitment procedure of Colombian physicians based on the criteria of procedural outcomes and health system outcomes. The methodology used is qualitative, based on semi-structured interviews with key informants and Colombian physicians recruited in Portugal and also on documentar…
