This article examines the developments occurred in the Italian banking system during the second half of the 20th century from the point of view of the banker’s major professional association, the Associazione Bancaria Italiana (ABI). Starting from the postwar reconstruction we shall describe ABI’s attitude on the changing trade-off between stability and competition, its ability to cope with the new problems arising from the 1970s crisis, the views expressed and the actions undertaken concerning the reform of the banking system during the 1980 and early1990s. Economic Degrowth and the Collapse of Institutional Order: Theory and Propositions

Integrating insights from new institutional  economics and studies on the collapse of past empires, we sketch a process model that links economic degrowth to the collapse of institutional orders. Our thought experiment starts from emphasizing the importance of institutions and enforcement mechanisms in maintaining a sufficient level of economic activity to sustain public costs. We flip this established logic and elucidate the negative role of economic degrowth in the weakening of the public sector’s ability to enforce institutional rules. Examining Benchmark Indicator Systems for the Evaluation of Higher Education Institutions

Higher Education Institutions are undergoing important changes involving the development of new roles and missions, with implications for their structure. Governments and institutions are implementing strategies to ensure the proper performance of universities and several studies have investigated evaluation of universities through the development and use of indicator systems. In this paper, we review some of the systems applied to the OECD countries, with special attention to Spain. We demonstrate the difficulty involved in establishing classification criteria for existing indicators, on which there is currently no consensus.

Rethinking the Finance of Post-Compulsory Education

Throughout the world, the finance of education is in serious crisis. The crisis of educational finance is not limited to the problem of meeting the obligations of societies to provide some minimum amount of compulsory education for their students. This minimum does not assure the preparation of an appropriately trained labour force in a world that is increasingly technicological and in which a competitive economy requires the remplacement of traditional production processes with others based on sophisticated labour and capital. The rapid growth of post-compulsory systems of education is no longer a luxury, but a necessity for industrialization and economic development.

Ownership, Board Compensation and Company Performance in Sub-Saharan African Countries

In countries with weak institutions, board governance becomes more important. This study uses a unique dataset from listed sub-Saharan African companies to examine the relationship between ownership composition and board compensation. It further analyses the association between board compensation and company performance. The findings indicate that board ownership and chief executive officer ownership are positively associated, whereas state ownership and concentrated ownership are negatively associated with board compensation. Hidden costs of cuts: austerity, civil service management and the motivation of public officials in Central and Eastern Europe after the crisis

The implementation of austerity measures presents a dilemma for governments. While austerity measures such as cutbacks aim to reduce costs and enhance public sector efficiency, the same measures might undermine the motivation of employees and, consequently, the prospects of effectively implementing austerity programmes. Based on a survey of ministerial officials in Poland and Latvia, this article finds that the scale of cutbacks explains a larger decline of staff motivation in Latvia than in Poland.
