This Article explores the uneasy interaction between climate change and democracy, particularly liberal democracy. Its central claim is that climate change and other problems of the Anthropocene—this new epoch into which no earthly entity, process, or system escapes the reach and influence of human activity—expose and exacerbate existing vulnerabilities in democratic theory and practice, particularly in their currently dominant liberal form; and that both democracies’ failures and their most promising attempts at managing these problems expose democracies to significant legitimacy challenges

In an earlier paper (Jamieson and Di Paola 2016) we explored the ways in which anthropogenic climate change and more generally the Anthropocene—this new epoch in which no earthly place, form, entity, process, or system escapes the reach of human activity—puts pressure on some central categories and concepts of liberal democratic theory. In this chapter we focus on one particular distinction that is at the heart of liberal theory: that between the public and the private (henceforth ‘the Distinction’). The decree by which the Cortes of 22 May 1809 were summoned by the Junta Suprema of the realm marked the beginning of a political debate of great intensity in Spain. Through this debate the different political positions and the various ideological profiles arising from the deep constitutional crisis of 1808 became gradually crystallised. After studying Emerico Amari’s manuscripts, kept in the Biblioteca Comunale di Palermo, in this paper the author observes the contribution of Sicilian liberalism to the economic debate carried out in the years prior to the Revolution of ‘48. The unpublished papers enhance our knowledge and describe more clearly the reformist program that liberal Palermitans, among which Francesco Ferrara is numbered, stated and sustained for about ten years in the main administrative institutions of the island. Particular attention is paid to the most debated administrative and economic issues of that period: public works and conditions of Sicilian industry.

The Economics of Freedom. Theory, Measure and Policy Implications

What is freedom? Can we measure it? Does it affect policy? This book develops an original measure of freedom called 'Autonomy Freedom', consistent with J. S. Mill's view of autonomy, and applies it to issues in policy and political design. The work pursues three aims. First, it extends classical liberalism beyond exclusive reliance on negative freedom so as to take autonomous behavior explicitly into account. Second, it grounds on firm conceptual foundations a new standard in the measurement of freedom that can be fruitfully coupled with existing gauges.
