The main issue addressed in this study is interaction of development policy of agricultural and rural areas with the regional and cohesion policies. This paper is based on an empirical study of everyday commuting models and spatial practices of different social groups of rural people in Latvia. This article analyzes data from a survey “Place, capabilities, migration” conducted in 2011 with a total of 1009 respondents in Latvia. This article examines the labour market situation in the sector of information technology in Latvia, paying attention to the insufficiency of labour force due to the skills gap and employability of older workers. The article is based on application of multidisciplinary research methods including employment and skills analysis theories, policy analysis approach and qualitative in-depth open-ended stakeholders interview method. The energy transition and climate neutrality are a short time scenario as climate concerns are rising fast. Small islands are natural microgrids in which the energy transition is subjected to economic and regulatory constraints and highly challenged by technical issues.
