2023
This work aims to contribute to the debate on the role of new technologies in the process of urban image construction, presenting as a case study the digital offering of the UNESCO site of Tarragona. Inclusion on the World Heritage List may represent a decisive event in the definition of an urban image, which new technologies can promote and project to the outside world. By making the winning narrative visible, technologies offer spaces for tourist desire and consumption and show us how cities are told by highlighting some aspects and excluding others. After explaining the dynamics of the context under study, the paper demonstrates how digital tools can convey a brand, mediate or transfigur…
This communication intends to represent a preliminary survey of the characteristics, envisaged by the new European Programming, of the programmatic synergies that …
[Access to hepatitis C treatment: a lesson for the future.]
2018
The new gene…
Sustainability of national health services and justice: the case of new DAAs for HCV in Italy
2017
Background - Direct acting antivirals (DAAs) for hepatitis C virus (HCV) have quite changed the therapeutic routine in the last few years. Reported rates of sustained virological response (SVR), exceed 90% in all patients subgroups. Other, even more effective, DAAs combinations are being developed for use in the most difficult to treat and advanced patients, aiming for 100% of SVR in 100% of cases. The perspective is the eradication of HCV and reduction of main complications: liver cirrhosis and hepatocellular carcinoma. Aim and Methodology - Dealing with justice issues related to DAAs for HCV in Italy through the anlysis of available literature and documentation. Results - The ethical prin…
2022
The results of scientific research confirm that the condition of insularity is an issue that still needs broad sharing and specific policies. The issues to be addressed are widespread in all territorial contexts, large or small. Insularity is a permanent structural constraint. Even though convergence policies have contributed to the convergence process between countries and regions, EU policies for the islands must be envisaged to define joint action to achieve a more balanced territorial equity.
Social return on investment (SROI), including elements on cost-benefit Analysis
2017
The chapter deals with the theme of social return on investments (SROI), including general elements of cost–benefit analysis (CBA). In addition, some major appraisal tools for public projects are discussed. SROI is a method that aims to measure social outputs, and value of social outcomes in monetary terms (Boyd, 2004). The basic assump- tion underlying the SROI technique is that all economic organizations (whether private or public) have an impact on people, society and the environment. Thus, the technique is always underpinned by an underlying model or conception of society. Such an impact can be strictly economic, social, and/or environmental, respectively. By economic we mean all that h…

Designing a Dynamic Performance Management System to outline patients mobility policies
2015
In the Italian health care service, both public and private providers operate through the coordination of Local Health Authorities (Lhas). Such authorities, together with the regional government, are in charge to make sure citizens can access locally to a predefined health care service level. However, patients are free to move from one region to another to receive the requested health care service. This phenomenon is recognised as patients mobility. Palm and Glinos [2010] identified some of the reasons why patients decide to seek care elsewhere, such as the specific situation of the patient, the medical need and the availability (or not) of the care service at home. A patient treated in a r…
Understanding short- and long-term implications of “myopic” fleet maintenance policies: a system dynamics application to a city bus company
2010
Financial losses recorded in city bus companies often force managers to implement restructuring strategies aimed at improving business results. However, such decisions may not produce the expected consequences for a number of reasons. Both the internal and external environment in which such companies operate can make the design and implementation of long-term sustainable policies quite difficult. In fact, the result may be that decision makers introduce "effective" policies in a company subsystem, while ignoring the medium- and long-term implications of such decisions in the performance of the whole company. With the aim to detect the main causes underlying "myopic" fleet maintenance polici…
2021
In the last decade, the Italian State has included staff rotation within the framework of anti-corruption policies, providing precise indications on how to implement it and verifying its practical achievements in the national public administration system. The purpose of this article is to provide a framework of the theories and practices of staff rotation from the point of view of the law and the main acts of the National anti-Corruption Authority (ANAC). The article therefore develops as follows. A first part is dedicated to the presentation of the different types of staff rotation. A second part deals with the principles guiding the reorganization actions by rotation of public administrat…
