Design of Public Procurement Auctions: Evidence from Cleaning Contracts

We analyze a regime change from beauty contests to first-price sealed-bid and scoring auctions, using Swedish data on public procurement of cleaning services. In beauty contests, the lowest bid often lost, leaving substantial money on the table. The procurement costs were similar before and after the regime change: (i) Entry strongly decreases the procurement cost but did not change. Entry would have decreased had the municipalities not adjusted the objects of auctions. (ii) Municipalities favored in-house suppliers in the old regime, leading to more aggressive bidding by others. Does the IPD concept deliver as required and expected, and if not, how can that be explained? This paper is a critical realist inspired methodology based on a combination of the inductive and deductive approaches used in case study research. IPD is based on relational contracting between multiple parties, in this case between the Owner, Contractor, MEP subcontractors and a group of Consulting engineers who share control of the project. At the core of the concept is shared risk and opportunities among the parties in the IPD contract. Nonalcoholic fatty liver disease (NAFLD) affects 25% of the global adult population with a range of 13.5% in Africa and 31.8% in the Middle East. Nonalcoholic fatty liver disease is closely associated with a constellation of metabolic comorbidities which include: obesity, type 2 diabetes mellitus, hypertension, and hypercholesteremia. In fact, the increasing number of metabolic comorbidities not only increases the prevalence of NAFLD but also places patients at higher risk for progressive liver disease. Une troisième fouille, dans un même secteur au centre du village de Fleurey-sur-Ouche, a pu compléter les informations déjà récoltées suite aux différentes opérations menées depuis 2015. La fouille, sur une surface de 2 745 m2, a mis au jour une occupation dense, constituée principalement de structures en creux pour la première phase du Moyen Âge central ; la seconde phase est, elle, matérialisée par des bâtiments dotés de caves, remblayées, selon les premières observations, au XIIIe s.

The aim of the master thesis is to identify the role of EU public procurement legislation in ensuring the common market principles in the public procurement procedures within the construction industry. In this thesis, the influence of the EU legislation on the public procurement market of the construction industry will be studied. The most important factors which hinder the involvement of foreign companies in procurement procedures of other member states will be determined and analysed.

El retorno a índices de actividad más elevados no solo se conseguirá con la recuperación de la economía del país, sino que será necesario realizar ciertas mejoras en los procesos de licitación con objeto de conseguir una mayor funcionalidad y flexibilidad en la contratación pública de obras.
