Examples of anthropogenic sinkholes in Sicily and comparison with similar phenomena in southern Italy

A sinkhole, occurred in June 2011 and related to an underground quarry in the eastern sector of Marsala, is described in this paper as a case study (Figure 2). The site was selected for the availability of topographic data of the underground quarry, prior to the formation of the Abstract Anthropogenic sinkholes affect several built-up areas of Sicily (southern Italy) representing a great risk to people, buildings, and infrastructures. These phenomena are generally associated with the presence of ancient underground quarries for the extraction of calcarenite rock, used for building or ornamental materials. These quarries were poorly constructed and abandoned throughout history.

Political reasons have been pushing towards a process of decentralization of powers and responsibilities since last twenty years in Italy. The regional management of mining and quarrying (m&q) should be an interesting case study of this change. This process has begun in the ’70s with the Pres. Decree N. 616 of 1977. By examining administrative data and Regional Laws, this paper highlights how misleading is the awareness of policy makers of the real value of raw mineral resources domestically extracted: they seem closer to common goods rather than to public goods. In order to go further limits inherent to subject disjunction, or those imposed by sources, periods or sites, this thesis emphasises a multidisciplinary and diachronic approach of stone supply on medieval and modern building sites. Thanks to the confrontation of buildings with different origins and functions, this work tries to dissect process of choices and stone supply network. It finally considers connection between people and a natural ressource.

The separation of powers and responsibilities has evolved over time in Italy given that political ideals have been pushing towards a greater decentralization for the last twenty years. Under environmental federalism issues, an interesting case of study - capable of being empirically treated - is the attribution of power to the Regional governments over the management of mining and quarrying.
