Cet article s’intéresse à « l’appropriation locale » de la grande vitesse ferroviaire, c’est à dire à la capacité des acteurs locaux et régionaux à infléchir l’inscription spatiale des LGV conçues à une échelle plus large (nationale et européenne). La méthodologie s’appuie sur trois dimensions issues de l’analyse des réseaux –la morphologie, la topologie et le service–, complétées par l’observation des projets urbains. La configuration spatiale du réseau ainsi décrite, est comprise comme le résultat de l'expression d'un ensemble de pouvoirs qui témoigne de différents modes d’appropriation territoriale de la grande vitesse. High-speed rail, destined to reduce the times-distances between major French and European cities, tends to push intermediary spaces into a rather unfavorable situation. Strongly polarized by the large urban centers that surround them, these intermediary areas are usually reduced to their sole status of transit areas. However, the Eastern tract, the first section of the LGV Rhine-Rhône project, through its regional dimension, constitutes a factor in the emergence of a territorialization process of the Rhine-Rhone area. Some were specifically developed for cities and urban climate issues, like the Urban Climate Zones, and the more recent Local Climate Zones. The initial objective of this paper is to evaluate the capacity of these two typologies to identify thermal environments in and around cities, and to determine which typology best captures the daily spatio-temporal patterns of surface and urban canopy heat islands. In Luxembourg, daily mobility patterns of both cross-border workers and residents lead to a strong car dependance. This process encourages urban sprawl. Meanwhile the country is faced to increasing housing needs but has to reduce land consumption. Within this context, the main objective of this thesis is to throw light about the relation between residential growth patterns and daily mobility behaviors. In this way, a normative planning approach has been adopted. This approach proposes new planning norms for achieving a series of planning objectives.
