Beyond early: Decision support for improved typhoon warning systems

International audience; Warnings can help prevent damage and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks, or issue early warnings. In this paper we analyze the different systems in the light of the initial decisions that need to be made in the response to sudden onset disasters. We outline challenges of current practices and methods, and provide an agenda for future research.To illustrate our approach, we present a case study of Typhoon Haiyan. Traces of the past: an interview study with Finnish war children who did not return to Finland after the Second World War

ABSTRACTThis paper is an in-depth qualitative study based on interviews with 10 Finnish children who were evacuated to Sweden during Second World War and who did not return to Finland after the war. The interviewees were asked to tell about their lives. Nine of them were between 2 and 5 years and one was 7 years old at the time of evacuation. The aim was to study how their childhood experiences were reflected in adult memories, how they remembered or did not remember. This paper focuses on the consequences of not knowing about one’s early life and also on whether it is possible to observe signs of the Finnish mother. Postawiono pytanie o to, jaka wartość społeczna jest tworzona we współpracy podmiotów różnych sektorów gospodarki w ramach projektów zrównoważonych oraz jaką rolę w procesie tworzenia wartości społecznej odgrywa sama współpraca międzysektorowa. Potrzeba stosowania narzędzi wczesnego ostrzegania w zarządzaniu projektami ma uzasadnienie przede wszystkim w fakcie, że z reguły (pomijając zdarzenia nadzwyczajne) przedsiębiorstwa wykazują objawy sytuacji kryzysowych w realizacji podejmowanych projektów na długo przedtem zanim dojdzie do niepowodzenia projektu. The main goal of this paper is the examine the circumstances of the Kosovo battle in 1389. Fundamental difficulty in describing this battle results from the fact that there was no separate chronicler. Moreover, the description of the battle of Kosovo field is based only on fragmentary information transmitted by Serbian, Bosnian, Turkish or Byzantine chroniclers. The author of this article proposed a thesis that battle of Kosovo field contributed to development of both Ottoman and Serbian art of warfare. The development and availability of X-band radar instruments occurred in the last years, provides the scientific community of an important tool for the study, the characterization and the operational usage of detailed precipitation information. The hydrology laboratory of the Department of Civil, Environmental, Aerospace Engineering, and Materials (DICAM) at the University of Palermo, has installed a X-band weather radar in the urban area of Palermo (Italy) along with a set of advanced auxiliary instruments that help on exploiting the precipitation information.
