Empowerment – a Double Edged Sword?

The concept of empowerment is a democratic tool and a logical next step in the evolution of public administration. In this article we explore the possibility of this concept to be used as a tool of unconventional warfare under a certain set of conditions. The carried out case study of the recent events in Ukraine, Crimea allows to conclude that empowerment can indeed be used to compromise the territorial integrity of a sovereign country.

Social Pedagogy as an offer of master’s studies in Poland after the Second World War (1945-1950)

The article presents graduate programs (Masters level) in the field of social pedagogy offered by Helena Radlińska and her colleagues at the University of Łódz after WWII. Socio-Pedagogical studies established at the Department of Social Pedagogy at the University of Łódz were supposed to prepare educational, social, and cultural workers in time of revival of Poland after 1945. The example of the educational model created at that time can serve as an inspiration in the development of contemporary programs of education rooted in the Polish socio-pedagogical tradition.

The study examines the status of a private docent, the academic position which was introduced across the world in the 18th century and which also existed in Latvia from the second half of the 19th century until the end of World War II. The status of the private docent as it used to be understood in Latvia is compared with other countries, mainly considering German-type universities. Historicizing Divergence: A Comparative Analysis of the Revolutionary Crises in Russia and Finland

Beginning 1917, Russia and Finland both experienced revolutionary situations, the seizure of power by radical political groups, and civil wars. However, the ultimate outcomes of the revolutionary crises in the two countries turned out to be different: the Russian Bolsheviks won the struggle for power whereas the Finnish Red Guard suffered a defeat. Why did the radical socialists win in Russia but lose in Finland? Political discourse in the Baltic states is marked by debates on the past as much as on the future. The 1980s drive to break from the Soviet Union, driven by an overwhelming sense of historical injustice, began with small ‘calendar demonstrations’ marking significant dates in Baltic history. Key domestic and international disputes are based on contested interpretations of history. This is particularly visible each spring in Latvia. This study, based on the materials of the 1948 investigation of the Ministry of State Security of the Latvian SSR, traces and analyzes the scientific and administrative activities of Theodor Upners (1898-1992) during the Nazi occupation regime in Latvia. From 1942 until the end of the occupation in 1944, Upners was formally the leading eugenics specialist in Latvia. During this time, in 1942 he visited Germany on a scientific trip, gave a course on eugenics at the University of Riga, and in 1943 published the book «The Role of Eugenics in the Life of the Nation and the State». Quentin Skinner’s thesis ‘that political life itself sets the main problems for the political theorist’ marks a turning point in the study of the history of political thought. The Protestant princes who revised Luther’s doctrine of disobedience in order to save Lutheranism as a political force are the best example of this ‘Skinnerian revolution’ in The Foundations of Modern Political Thought.
