With these materials, industrial and transportation accidents are likely in all countries and can also be triggered by natural disasters, such as in Fukushima in 2011. Enhancing the European Cyber Threat Prevention Mechanism

This research will determine how it is possible to implement the national cyber threat prevention system into the EU level Early Warning System. Decision makers have recognized that the lack of cooperation between EU member countries affects public safety at the international level. Separate operational functions and procedures between national cyber situation centers create challenges. One main problem is that the European Union does not have a common cyber ecosystem concerning intrusion detection systems for cyber threats. Also, privacy and citizens’ security as topics are set against each other. The research will comprise a new database for the ECHO Early Warning System concept.
A new picking algorithm based on the variance piecewise constant models

AbstractIn this paper, we propose a novel picking algorithm for the automatic P- and S-waves onset time determination. Our algorithm is based on the variance piecewise constant models of the earthquake waveforms. The effectiveness and robustness of our picking algorithm are tested both on synthetic seismograms and real data. We simulate seismic events with different magnitudes (between 2 and 5) recorded at different epicentral distances (between 10 and 250 km). For the application to real data, we analyse waveforms from the seismic sequence of L’Aquila (Italy), in 2009. International audience; Warnings can help prevent damage and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks, or issue early warnings. In this paper we analyze the different systems in the light of the initial decisions that need to be made in the response to sudden onset disasters. The development and availability of X-band radar instruments occurred in the last years, provides the scientific community of an important tool for the study, the characterization and the operational usage of detailed precipitation information.
