A new algorithm for bit rate allocation in JPEG2000 tile encoding

A new algorithm for allocating a given bit rate to different image tiles in the JPEG2000 encoding system is proposed. The algorithm outperforms other approaches commonly used in implementations. The new algorithm is suitable when information content is not equally distributed across the image. It is based on the computation of an index of the information content of each tile. To implement the proposed approach, we modified JasPer, a free software-based JPEG2000 coder implementation (Adams, M.D. and Kossentini, F., Proc. IEEE Int. Dando conto tanto di quelle istituite in forza della legge 388/2000 (e del d.P.R. 254/2001), quanto di quelle di cui al decreto-legge 112/2008 convertito in legge 133/2008 (c.d. riforma Gelmini), l'Autore ne pone in luce aspetti positivi e dubbi di incostituzionalità, giungendo a proporre nuove forme di partenariato pubblico-privato.

The aim of the Madonie research project is to analyse mobility strategies and the use of a mountainous territory by relating geomorphologic features, raw material sources and landscape to the prehistoric settlement. For this purpose we planned an intensive and systematic survey of sample areas, selected on geo-morphological, altimetric and archaeological criteria, correlated to a palaeoenvironmental investigation based on the study of palynological sequence samples coming from wet areas of the Madonie territory and from archaeological deposits. A review of hydropower plants in Romania: Distribution, current knowledge, and their effects on fish in headwater streams

Abstract Hydropower is currently experiencing a boom in southeast Europe. For Romania, the number of hydropower plants is estimated to be between 545 and 674, but little has been published about their environmental impact. We provide the first overview of the geographical distribution of hydropower plants in Romania, supplemented by a review of current knowledge about their environmental impact, and present case study evidence on the effects of small hydropower plants on fish in headwater streams of the Carpathian Mountains.
