Smuggled migrants as victims? Reflecting on the UN Protocol against migrant smuggling and on its implementation

After outlining the UN Protocol’s general approach to migrant smuggling, the paper raises the question of whether and to what extent smuggled migrants can be said to be victims of this crime. Grid connected photovoltaic systems are increasingly used in electrical distribution systems. However, they inject distorted currents. Therefore special attention must be paid to harmonic and interharmonic measurements. The new edition of IEC 61000-4-7 introduces the concept of harmonic and interharmonic groups, which implies new expressions for Total Harmonic Distortion factors. Recent literary manifestos claim that “the center is no longer the center” (Le Devoir 2007). Indeed, it is generally admitted that Quebec literature has been more or less independent from the French field since the 1970’s.
