Efficient regio- and stereoselective access to novel fluorinated ?-aminocyclohexanecarboxylates

A regio- and stereoselective method has been developed for the synthesis of novel fluorinated 2-aminocyclohexanecarboxylic acid derivatives with the fluorine attached to position 4 of the ring. The synthesis starts from either cis- or trans-β-aminocyclohex-4-enecarboxylic acids and involves regio- and stereoselective transformation of the ring C–C double bond through iodooxazine formation and hydroxylation, followed by hydroxy–fluorine or oxo–fluorine exchange.

Titanocene Selenide Sulfides Revisited: Formation, Stabilities, and NMR Spectroscopic Properties

[TiCp2S5] (phase A), [TiCp2Se5] (phase F), and five solid solutions of mixed titanocene selenide sulfides [TiCp2SexS5−x] (Cp = C5H5−) with the initial Se:S ranging from 1:4 to 4:1 (phases B–E) were prepared by reduction of elemental sulfur or selenium or their mixtures by lithium triethylhydridoborate in thf followed by the treatment with titanocene dichloride [TiCp2Cl2]. Their 77Se and 13C NMR spectra were recorded from the CS2 solution. The definite assignment of the 77Se NMR spectra was based on the PBE0/def2-TZVPP calculations of the 77Se chemical shifts and is supported by 13C NMR spectra of the samples. Fission Barrier of Superheavy Nuclei and Persistence of Shell Effects at High Spin: Cases of 254No and 220Th

We report on the first measurement of the fission barrier height in a heavy shell-stabilized nucleus. The fission barrier height of 254No is measured to be Bf=6.0±0.5 MeV at spin 15ℏ and, by extrapolation, Bf=6.6±0.9 MeV at spin 0ℏ. This information is deduced from the measured distribution of entry points in the excitation energy versus spin plane. The same measurement is performed for 220Th and only a lower limit of the fission barrier height can be determined: Bf(I)8 MeV. Comparisons with theoretical fission barriers test theories that predict properties of superheavy elements.
Governing at the frontier of the European Commission : the case of seconded national officials

Studies of executive institutions have largely dealt separately with national and international executive institutions (IEIs). This study unpacks and repacks four conflicting decision-making dynamics that unfolds at the frontier of IEIs – that is, at the institutional rim where national and international executive institutions meet, interact and collide. The empirical laboratory utilised is seconded national experts in the European Commission.
