In the third linguistic level (pragmatics) stand the relations between the elements of language and the users. The focus is on teaching approaches and how these operate during the activities used in a third grade mathematics classroom. Particular to this classroom is the absence of textbooks, and the use of concrete manipulables. The terms early algebra and algebraic reasoning are central, and I aim to give an overview of the development of, and the background for, these terms. This article describes the main results of an ethnographic study on citizen participation carried out in the context of the development of the Urban Initiative (2007-2015): Cuenca-Barrio de San Antón. Managed by the City Council of Cuenca and financed by the European Regional Development Funds (FEDER) under the Ministry of Economy and Finance at the Government of Spain The results of the research show how in the context of the application of neoliberal policies, citizen participation becomes the trigger for new conflicts between institutions and citizens. La inscripción en el registro consular no es obligatoria para los emigrantes españoles. Conlleva, no obstante, una serie de ventajas que propician, antes o después, su realización. En este artículo se identifican y analizan los principales motivos que animan a ello a los emigrantes españoles. Se toman como base fundamental los datos e informaciones obtenidos a través de una encuesta cuantitativa y entrevistas semiestructuradas realizadas a más de cuatro mil españoles residentes en el extranjero.
