Study of the accretion torque during the 2014 outburst of the X-ray pulsar GRO J1744−28

We present the spectral and timing analysis of the X-ray pulsar GRO J1744-28 during its 2014 outburst using data collected with the X-ray satellites Swift, INTEGRAL, Chandra, and XMM-Newton. We derived, by phase-connected timing analysis of the observed pulses, an updated set of the source ephemeris. We were also able to investigate the spin-up of the X-ray pulsar as a consequence of the accretion torque during the outburst. Relating the spin-up rate and the mass accretion rate as $\dot{\nu}\propto\dot{M}^{\beta}$, we fitted the pulse phase delays obtaining a value of $\beta=0.96(3)$. Geostatistical computing of acoustic maps in the presence of barriers

Acoustic maps are the main diagnostic tools used by authorities for addressing the growing problem of urban acoustic contamination. Geostatistics models phenomena with spatial variation, but restricted to homogeneous prediction regions. The presence of barriers such as buildings introduces discontinuities in prediction areas. In this paper we investigate how to incorporate information of a geographical nature into the process of geostatistical prediction. In addition, we study the use of a Cost-Based distance to quantify the correlation between locations.
Administrative Capacity as a Constraint to Fiscal Decentralization. The Case of Romania and Poland

This paper considers the problem of administrative capacity as one of the main requirements that the accession countries seeking EU membership had to meet, and as a prerequisite to the decentralization of their public sectors and public finances. The selected decentralization problems are analyzed using the cases of two countries: Romania and Poland. The results of a theoretical and practical evaluation of administrative capacity as a likely obstacle to fiscal decentralization are presented taking account of the different levels of decentralization in Poland and Romania. Tutkimuksessa selvitettiin ammatillisen koulutuksen opiskelijoiden (hyvinvointi-, hius- ja kauneusala) kriittistä nettilukutaitoa. Lisäksi tarkasteltiin aikaisemman tiedon, tekstien lukemisjärjestyksen ja perustelutaitojen yhteyttä siihen, kuinka hyvin opiskelijat osasivat arvioida luotettavia (varmentaminen) ja epäluotettavia (kyseenalaistaminen) nettitekstejä sekä erottaa luotettavat tekstit epäluotettavista. Tutkimukseen osallistui 82 opiskelijaa, joista valtaosa oli 15–18-vuotiaita. Opiskelijat lukivat ja arvioivat kaksi luotettavaa ja kaksi epäluotettavaa tekstiä sokerin vaikutuksista.
