2014
Despite 2005, the notion of fragile states was adopted as an operational concept by most of donors. Nearly ten years after, the increasingly intense debates surrounding the post-2015 global education agenda underlines that the issue about fragile states is unresolved. If access to education can be considered as a "public good", the allocation of international aid is justified, since the early 2000s, for its effectiveness. Our empirical analysis focuses on a broad sample of fragile and non-fragile sub-Saharan countries. Our findings show the emergence of a current contradiction between the inclusive nature of the Education For All goals and the exclusionary nature of the paradigms on which f…

2007
Movement towards universal education is today at the origin of one of the most significant trend for job creation in sub-Saharan Africa. Following the economic adjustment period and the marked will of the communities to act on the educational sector, alternate status of teachers emerged. These new badly trained teachers, often largely less remunerated compared to civil servants, can gather nowadays in certain countries, the majority of the national teaching staff. This text aims at monitoring various elements on the teaching effectiveness, seemingly satisfactory insofar as they work at low grades in primary school, that on their remuneration and employment conditions which seem to be charac…
2006
06018http://www.u-bourgogne.fr/colloque-iredu/posterscom/communications/Mingat.pdf; In this paper we have two complementary objectives: the first consists in proposing a description of the magnitude of social disparities that exist in the systems of education of Sub-Saharan African countries; we focus on recent data but we put also these data in a time perspective. The second objective aims at identifying some of the factors that may explain these disparities or the impact of the actions targeted to their reduction.
Améliorer l'école
2006

This paper proposes a critical analysis of the introduction and implementation of new school curricula in Africa based on the example of the skills based approach (SBA). In many countries, the SBA has been chosen as the most appropriate and relevant method to change their school curriculum and improve education quality. We analyse the implementation of those new curricula based on the SBA in primary schools in Mauritania. The results show that the main problems about pupil's achievement lie rather in the effective implementation of curricula in the classrooms than in their contents. Additional analyses show that this result is confirmed, as well, in other African countries. As a background …
Teacher Shortages, Teacher Contracts and their Impacton Education in Africa
2007
Primary school enrolment rates are very low in francophone Africa. In order to enhance education supply, manycountries have launched large teacher recruitment programmes in recent years, whereby teachers are no longer engaged on civil servant positions, but on the basis of (fixed-term) contracts typically implying considerably lower salaries and a sharply reduced duration of professional training. While this policy has led to a boost of primary enrolment, there is a concern about a loss in the quality of education. In this paper we analyse the impact on educational quality, by estimating nonparametrically the quantile treatment effects for Niger, Togo and Mali, based on very informative dat…
Technical secondary education in Togo and Cameroon : Research Note
1990
International audience; This paper presents an evaluation of technical secondary education in Togo and Cameroon from the labor market perspective using tracer study data. Individuals face great difficulties in finding a job following training and the most common strategy used to avoid unemployment is to secure work in the informal sector. However, informal sector jobs provide low earnings and there appears to be a large discrepancy between an individual's expected earnings and actual earnings. One solution is to stimulate, and to enhance the role of, informal training through apprentice training centers.
