The aim of the paper is to analyse the decay of the precast concrete elements which characterize the building envelope of the Enel-SGES Building, designed by Giuseppe Samonà in 1959 and built after two years in Palermo. Thanks to the original technical documents, saved in the IUAV archive in Venice and in the Samonà's archive of Parma, and according to contemporary evidence the building history has been defined in detail. L'articolo illustra le vicende costruttive che hanno condotto, per lunghi anni, alla "ghettizzazione" del quartiere Cappuccinelli di Trapani, progettato da Michele Valori. Il quartiere Cappuccinelli, infatti, rappresenta un esempio emblematico delle condizioni a cui si può pervenire, purtroppo, quando per diverse ragioni -di cui si discute nell'articolo- viene a mancare il controllo nell’esecuzione delle opere e nella loro gestione, malgrado la prefigurazione di un progetto di qualità inusuale, se si pensa che — nel caso di Cappuccinelli- si tratta pur sempre del progetto di un quartiere di “edilizia economica e popolare”.

The windows in a building are the weakest part for energy saving and reduced consumption. In particular, the choice of window frames and glazing systems directly influences the amount of heat loss through a houses envelope. The paper will show the results of a work developed by PADesign srl company (Accademic Spin off of the Università degli Studi di Palermo). New configurations of the glassblock have been designed at the Department of Architecture of the University of Palermo in order to reduce its U value responding to the latest national and international regulation limits for the thermal insulation of the buildings with glass façades.
