This working paper provides a background to the rebuilding of the educational sector in Somaliland, which had been completely destroyed during the civil war, developed again from very modest beginnings in the early 1990s, and includes manifold offers up to tertiary education a decade later. Arguably, the educational boom in the country is part of the second phase of peacebuilding, which began around 1997 and still continues. It involves extensive diasporic investments in the form of economic and social remittances. I began collecting data for this paper almost two years ago at a time when the role of the Somali diaspora was intensely debated both within and outside the country. In these debates the potential contribution of Somali diaspora is presented in two forms. It is common practice to assume full blending of the aged binder of reclaimed asphalt (RA) within the design of new asphalt mixtures. Although being practical, this assumption has often led designers to asphalt mixtures lacking binder. Hence, going towards recycled asphalt mixtures (RAM) there is a need to have a better understanding of the blending phenomena, to have a general agreement on terminology and finally adapting RA classification and mix design procedures accordingly. Computational aspects in checking of coherence and propagation of conditional probability bounds

In this paper we consider the problem of reducing the computational difficulties in g-coherence checking and propagation of imprecise conditional probability assessments. We review some theoretical results related with the linear structure of the random gain in the betting criterion. Then, we propose a modi ed version of two existing algorithms, used for g-coherence checking and propagation, which are based on linear systems with a reduced number of unknowns. The reduction in the number of unknowns is obtained by an iterative algorithm. Finally, to illustrate our procedure we give some applications.
Algorithms for coherence checking and propagation of conditional probability bounds

In this paper, we propose some algorithms for the checking of generalized coherence (g-coherence) and for the extension of imprecise conditional probability assessments. Our concept of g-coherence is a generalization of de Finetti’s coherence principle and is equivalent to the ”avoiding uniform loss” property for lower and upper probabilities (a la Walley). By our algorithms we can check the g-coherence of a given imprecise assessment and we can correct it in order to obtain the associated coherent assessment (in the sense of Walley and Williams).
