Recruitments in Finnish universities: practicing strategic or pathetic HRM?

2016

Recruitment is a core instrument in the academic labour market. This article takes the perspective of the organisation − here, the university − on recruitment. Universities’ personnel policies and practises are shifting from legally oriented personnel administration to more strategic human resource management (HRM). In Nordic countries, this shift is partly driven by the changing status of higher education institutions from state-governed bureaus to more autonomous institutions. This article provides insight into this transition, using Finland as a case example of higher education systems that have undergone drastic reform, moving from a civil servant model to autonomous personnel policy. Demographic determinants of creativity: the analysis of the development of creative potential and forecast for the Baltic states

2017

AbstractHuman capital, affected by the demographic determinants, nowadays becomes a novel driver of change and regional development. Changes in the modern economy determine the future leading role of human capital, especially its creative dimension in the development of modern, sustainable competitive advantages of countries and regions. Considering the negative demographical tendencies in the Baltic States, the aim of this paper is to analyse and forecast the development of creative potential in Lithuania, Latvia and Estonia. Our methodology is based on the estimation of a regression model describing the relations between Global Creativity Index (GCI) and its components with the available …

Modeling of medical activity heterogenity to improve the hospital management by diagnosis-related groups

1998

Since the early 1980s healthcare systems in the industrialized nations have been undergoing radical reform aimed at curbing overspending of hospital expenditure. After a discussion of the limits of a prospective payment due to heterogeneity of costs within DRGs, we demonstrate the ability of anovel statistical model to identify high cost patients. We derive from this statistical model an economic heuristic in order to account for high cost patients in budget allocation and a Structural and Contingent method is proposed as a budgeting tool. Economic analysis based on this modeling of DRG heterogeneity further reveals the potential for improving the equity and the efficiency of the prospectiv…

Strategical behaviours in French ambulatory care (a theoretical and empirical study)

1991

Specifying agency relationships between the different actors in ambulatory care - the patient, the physician, the insurance and public authorities - allows to render an account of the complexity and the specificity of the health system. After a presentation of the normative approach of the agency theory, we will focus on two agency relationships : the Relationship between the insurance and insured people and the relationship between the patient and the physician. The driving part of supply appears through the analysis of the relationship between the physician and the others : he is the agent of both the patient and public authorities. The issue is then the hypothesis of supplier induced dem…

How the unbanked cope with financial exclusion: Evidence from Pakistan

2016

This article investigates both the coping strategies employed by low-income unbanked consumers in Pakistan and the consequences of those strategies. Qualitative data were gathered from low-income unbanked consumers through in-depth interviews. The findings suggest that unbanked consumers utilize their respective social networks and various market and personal resources to cope with financial exclusion. The utilization of social network resources to cope with financial exclusion typically enabled participants to fulfill their obligations in a positive manner and enhanced solidarity and trust among group members, whereas the use of market and personal resources tended to produce more negative…

From Embodied to Disembodied Professionalism? Discussing the Implications of Medico-Managerial Management in Welfare Service Work

2013

Welfare service work is traditionally understood to comprise embodied, situational and social practices of care that are central to a worker’s professional self-image. Over the past few decades, public management reforms have called for reassessment of welfare service workers’ professional accountability through practices of medico-managerial service management. These practices promote the production of transparency and accountability in welfare services work through checking-based trust and disembodied professional practices. This article argues that the changes in the nature of trust toward welfare service professionals have implications for care work cultures and workers’ professional ag…

Le cadre de sante entre logiques d'utilité économique et logiques de soins hospitaliers

2010

The public hospital first line manager has to organize the activity of his care unit on the basis of arbitrations between two systems of logic that come more and more frequently in conflict: - The market logic / the public hospital logic - The care process logic / the patient's path logic - The function logic / the professional logic - The managerial logic / the logic "bureaucratic"

Identity politics of the promotional videos of the European Heritage Label

2019

During past decades, the EU has responded to a variety of ‘crises’ by promoting a common cultural heritage to advance European identity and belonging. This article analyses identity politics conducted in the framework of the EU’s flagship heritage action, the European Heritage Label. I borrow from ‘banal nationalism’ to scrutinise the usage of ‘we’ and ‘us’ in the promotional videos of the European Heritage Label sites as subject positions offered for identification in this heritage discourse. Analysis shows that the subject positions are constituted by an emphasis on the national level, preservation of the past for future generations and the key role of experts in the process of heritage. …
