VOX Spain: The Organisational Challenges of a New Radical Right Party
2021
This article examines the organisation of VOX, a new radical right party in Spain. It shows that the party has taken early and uneven steps to build a mass organisation and initially opted for open membership recruitment with participatory organisational elements. Also, the party’s rapid growth and quick entrance into political institutions at different state levels led the party leadership to establish more centralised control and limit members’ prerogatives, though recruitment continued. Centralisation in part responds to organisational needs given the party’s quickly acquired political relevance, but also to the desire of the central party leadership to forestall the articulation of terr…
A Comparative Analysis of Performance Management Systems
2012
Performance management is maturing as an effective organizational approach in public organizations around the world, but the existing models have limitations that must be addressed. The international comparative case study analysis in this article presents policy recommendations and organizational strategies on how regional governments can create more robust performance management systems for higher levels of accountability and transparency in a time of global economic crisis. These include the consideration of organizational structure regarding alignment, control, and culture, the positive impact of performance management legislation, the role of executive leadership, and the need for an i…
Power holders: one versus many. Leadership and elite theories
2016
‘Leadership’ and ‘elites’ are two crucial concepts that refer to individuals who hold power within a community. The aim of the article was to demonstrate to what extent the two concepts and theories are linked with each other in the literature. A quantitative and qualitative content analysis of the encyclopedic and dictionary entries demonstrates a divergence of approaches: on the one hand, a fundamental separation between the two theories, while on the other hand, a tendency to identify the one with the other. This shows the need for much more dialog between the frameworks of these two closely related phenomena.
Reconstructing Care Professionalism in Finland
2015
The public sector plays a special role in the Nordic welfare states through its commitment to the principle of universalism, and in relation to social security and publicly funded services in education, health and care (Rostgaard 2002). In the 21st century, the impact of economic austerity on public resources and a rapid aging of the population have forced welfare states to undergo an extreme reform. In Finland, the reform has meant streamlining the state, restraining public expenditure and recalibrating the universalistic ideals behind the Nordic welfare state model, as well as introducing new management models (Pollitt & Bouckaert 2011). The managerial reforms implemented in Finland have …

Silvio’s Party
2015
Italy is going through a new crisis in its party system comparable in many respects to the one that brought down the First Republic at the beginning of the 1990s. On 12 November 2011, against the background of a global economic and financial crisis that hit the southern countries in the euro zone particularly severely with Italy according to the experts threatened with bankruptcy in the same way as Greece and Portugal, Silvio Berlusconi, under pressure from Brussels and the financial markets, was forced to tender his resignation as Italy’s Prime minister. A few days later, the President of the Republic, Giorgio Napolitano, appointed Professor Mario Monti who quickly put together a governmen…
Charismatic Leaders in a New Perspective: Reality in Estonia and Italy
2020
The purpose of this explorative study is to put the existing theories on charismatic political leadership in a current post-web media context. It also seeks to better understand why “charismatic politicians” seem to have success in present-day cyber politics. The paper considers political charisma in a Weberian perspective and aims to explain what elements it includes in a current electoral environment characterized by a fast-changing media landscape. The paper places the existing theoretical models in the context of two European societies, by comparing Estonia and Italy as case studies. Estonia, a small ex-Soviet country has emerged in recent years as an advanced e-society with highly “int…
Legitimations of Finnish education export–exploring the plurality of guiding principles
2021
This paper explores the legitimation of Finnish education export (EE) activities linked to higher education institutions. As a small non-English speaking country with only recent involvement in the EE market, Finland provides an underexplored context to consider the legitimation of overseas, fee-based educational services from the perspective of EE providers. In this qualitative case study comprising two Finnish EE endeavours, we draw on convention theory to argue that the legitimation of education export is based on multiple roles of such export, not just on generating revenue for the provider institution. We show that legitimations are linked to multiple guiding principles, illustrated in…
Autonomy and Cooperation in Federalizing Models of Cultural Policy. Comparative Analysis of the Cases of Germany, USA, Canada, Switzerland, United Ki…
2018
