Introduction to the Symposium on Exploring the Complexities of Performance Management

ABSTRACTThe editors of this symposium hope that this collection of articles can help advance the public administration literature stream across the multiple organizational and cultural settings in which these performance management studies were conducted. However, this symposium also focused on articles that can help advance the practice of performance management, where specific recommendations are needed to help public officials collect, analyze, and use meaningful outcome measures specifically for the benefits for making better management and policy decisions.

Promotions and Earnings – Gender or Merit? Evidence from Longitudinal Personnel Data

This study examines the determinants of promotions, performance evaluations and earnings using unique longitudinal data from the personnel records of a large university. The study focuses on the role of gender in remuneration using, first, information on the complexity ratings of job tasks to define promotions on job ladders and, second, information on objective individual productivity. The study finds that individual research productivity was an important determinant of promotions and earnings. The results indicate that gender has no effect on the probability of being promoted, conditional on productivity, nor does it play a role in the performance evaluation of employees. Student employment in France: Hindrance rather than help for higher educational success?

International audience; In this study, we examine how student employment impacts higher educational trajectories in France. Focussing on undergraduates’ educational outcomes, we show the consequences of different intensities and levels of recurrence of student employment on perseverance in higher education. We use data from a nationally representative four-year longitudinal survey, descriptive analysis and logistic regression are performed to control for student characteristics. Our results suggest that student employment, especially when intensive and during periods of exams, increases exam failure. The questions are numerous : how are branches managed ? are the decision rights equally assigned in branches among all the banking sector ? And what's about the specificity of mutual banks ? The aim of the study if to answer theses questions and try to elaborate a typology between mutual and commercial bank.
