Abstract European trade policy with Africa is in deep trouble. We observe a triple policy failure. (1) The EU tries to draw African partner countries into comprehensive deep integration agreements, far more than these countries can arguably support. (2) For trade in goods, safeguard clauses in the EPAs are patchy. They cannot satisfy African needs for smart protection of agricultural and industrial businesses. The primitives are the preferences of the players, their assignment to nonoverlapping groups, and the goals of the groups. Our notion of collusion is that a group coordinates the play of its members among different incentive compatible plans to best achieve its goals. Unfortunately, equilibria that meet this requirement need not exist. We instead introduce the weaker notion of collusion constrained equilibrium. Service level agreements (SLAs) gain more and more importance in the area of cloud computing. An SLA is a contract between a customer and a cloud service provider (CSP) in which the CSP guarantees functional and non-functional quality of service parameters for cloud services. Over the course of many years, as a teacher, scholar, and friend, Ruth Zimmerling has impressed on me the importance of precisely defining one’s concepts. After all, if there is no agreement on the intension and extension of a concept, it is impossible “to assess the truth or falsity or, more generally, the correctness or incorrectness, of propositions, hypotheses or theories” (Zimmerling 2005: 15). The statement is almost self-evident: Without precisely defined concepts, the whole endeavour of science becomes pointless, and scholarly discourses are bound to turn into dialogues of the deaf.
