Official Development Assistance in fragile states: an unresolved issue - Focus on education
2013
Since the mid 2000s, the theme of "fragile states" became a structuring axis of development policies of most donors. Insofar as investment in education is perceived as a necessary, if not sufficient, to vanquish poverty, the option to stimulate and accelerate the development of education constitutes an opportunity for the international community. Even if it means that the latter also has to exercise some forms of interference. The findings of our empirical analysis show, that within fragile states, the emergence of a current contradiction between the inclusive nature of the EFA goals and the exclusionary nature of the paradigms on which foreign aid is based (effectiveness and results). This…
International aid on education in fragile states and armed conflict: what prospects?
2013
Currently, over a third of children not in school live in countries considered being as fragile or affected by an armed conflict. These countries, which are mainly located in sub-Saharan Africa, will not reach the objectives of Education For All for 2015. This paper covers approaches across comparative education, political science and sociology of organizations. The question is: what prospects for international assistance on education in fragile states and countries affected by armed conflict? Our study explores empirically the conditions of intervention of international aid within the contexts of fragility and armed conflict. Insofar as investment in education is perceived as a necessary, …
Use of driving simulators for advanced driver assistance Systems evaluation in emergency situations
2012
Introducing advanced driver assistance systems in cars has numerous consequences, particularly on drivers' behavior and their interaction with the vehicle. The expected safety benefits of assistance systems can thus be jeopardized. In order to assess the actual safety benefits, driving simulators offer a safe and cheap alternative. This doctoral work relies on experiments carried out on driving simulators with different assistance systems. A first experimental part focuses on longitudinal control assistance: we studied drivers' familiarization with a Forward Collision Warning system in critical situations. A second experimental part focuses on lateral control assistance: we studied drivers'…
The impact of periodic interviews on unemployment duration : Evidence from the 2017 Finnish reform
2023
In 2017, a Finnish policy reform intensified the Public Employment Services' practice of periodically interviewing unemployed jobseekers. This study used high-quality administrative data to analyse the effect of interviews on unemployment duration. We used a difference-in-differences approach that exploited regional variations in treatment intensity. Our results show that a 10 percentage point increase in interview probability increased the monthly hazard rate of employment by 3.1 per cent, with the effect being strongest among jobseekers aged 25–34 and jobseekers with a low education level. Also, our results demonstrate a strong effect on participation in active labour market programmes. p…
Lost in translation : implementing personal assistance in an East Asian context
2023
Since 2012, Taiwanese citizens with disabilities have been entitled to personal assistance from local authorities. To explore current features of personal assistance and barriers to its implementation, and distinguish it from homecare services, 33 disabled people and 12 staff members representing 10 local authorities in Taiwan were interviewed. Findings indicate that disabled people prefer personal assistance to homecare and perceive that relationships with their families have improved since the availability of personal assistance. However, many users’ needs are unmet due to insufficient hours of service and costly co-payments. Results also show that development of personal assistance has b…
Education for all : the hazard within fragile states
2012
Currently, over a third of children not in school live in countries considered being as fragile. These countries, which are mainly located in sub-Saharan Africa, will not reach the objectives of Education For All for 2015. This thesis covers approaches across comparative education, political science and sociology of organizations. It explores empirically the condi¬tions of achievement of EFA within the contexts of fragility. Despite its ambiguities, the notion of fragile states was adopted in 2005 as an operational concept by most of aid agencies. Definitions of fragile state converge on a set of specific criteria (dysfunctional institutions, chronic socio-political instability, limited acc…
