Working under pressure: economic recession and third sector development in Europe

Purpose – The context conditions for third sector organizations (TSOs) in Europe have significantly changed as a result of the global economic crisis, including decreasing levels of public funding and changing modes of relations with the state. The effect of economic recession, however, varies across Europe. The purpose of this paper is to understand why this is the case. It analyses the impact of economic recession and related policy changes on third sector development in Europe. Hidden costs of cuts: austerity, civil service management and the motivation of public officials in Central and Eastern Europe after the crisis

The implementation of austerity measures presents a dilemma for governments. While austerity measures such as cutbacks aim to reduce costs and enhance public sector efficiency, the same measures might undermine the motivation of employees and, consequently, the prospects of effectively implementing austerity programmes. Based on a survey of ministerial officials in Poland and Latvia, this article finds that the scale of cutbacks explains a larger decline of staff motivation in Latvia than in Poland. Demand for Primary Schooling in Rural Mali : Should User Fees Be Increased ?

International audience; This paper presents estimates of the price elasticity of demand for primary schooling, using household and school survey data from rural Mali. The elasticity of enrolment with respect to the local school fee is compared with the effects on enrolment of distance to the school and various indicators of school quality, including books per classroom and the number of grades offered. Fees have a negative effect; however, certain improvements in school quality could easily offset in terms of enrolment any negative effect of higher fees to finance such improvements. El objeto del presente artículo es analizar las políticas de fomento de cooperativas y sociedades laborales durante este periodo de crisis, identificando los principales dispositivos existentes y los de nueva implantación, evaluando su alcance y valorando su nivel de eficacia. The Euro's Effect on Trade Balance Dynamics

During the pre-EMU period changes in real effective exchange rate or faster-than-trading-partners growth rates Granger caused changes in trade balance in most of the EMU-12 countries. However, our data driven article provides evidence that after the adoption of euro, these Granger causalities disappeared. We decompose trade balances into intra balances (trade balance vis-a-vis the euro area) and extra balances (trade balance vis-a-vis the rest of the world), and find that the disappearance of dynamic feedback effect typically occurred in the intra balances rather than in the extra balances. Sobre la impertinencia de las políticas austericidas : algunos efectos y reflexiones desde el ámbito de la universidad.

En esta aportación se describirán brevemente cuáles fueron las principales transformaciones en las condiciones de acceso y permanencia en los estudios universitarios que tuvieron lugar a partir de las reformas post- 2012 en un escenario de austeridad en el gasto público. Se parte del más reciente trabajo de investigación de la autora en torno a esta temática y se concluye con el carácter de reajuste clasista a que dichos cambios dieron lugar.  En un apartado final se esbozan algunos argumentos que, en el contexto actual de crisis sanitaria y social, refuerzan la valoración de la inoportunidad de ese giro inequitativo en la política universitaria.
