Risk Management Optimization for Sovereign Debt Restructuring

Abstract Debt restructuring is one of the policy tools available for resolving sovereign debt crises and, while unorthodox, it is not uncommon. We propose a scenario analysis for debt sustainability and integrate it with scenario optimization for risk management in restructuring sovereign debt. The scenario dynamics of debt-to-GDP ratio are used to define a tail risk measure, termed conditional Debt-at-Risk. A multi-period stochastic programming model minimizes the expected cost of debt financing subject to risk limits. Biologiczna kontrola Rhizoctonia solani AG 2-2IIIB przez metabolity Bacillus subtilis

Celem doświadczenia było określenie aktywności metabolitów produkowanych przez bakteryjny szczep Bacillus subtilis wobec izolatu Rhizoctonia solani należącego do grupy AG 2-2IIIB. Antagonistyczne właściwości metabolitów B. subtilis były oceniane w kulturach płytkowych na podłożu Czapka po 6, 24 i 48 godzinach hodowli w temperaturze 30 i 37ºC. Wpływ metabolitów wytwarzanych przez B. subtilis na wzrost R. solani AG 2-2IIIB przedstawiono w postaci współczynnika tempa wzrostu liniowego grzyba. Uzyskane wyniki wykazały, że na fungistatyczną aktywność metabolitów B. subtilis wobec R. solani AG 2-2IIIB wpływa zarówno czas, jak i temperatura inkubacji bakterii. We express the opinion that sovereign debt sustainability analysis must be augmented by stochastic correlated risk factors and a risk measure to capture tail effects. Crisis situations can thus be adequately specified and analyzed with sufficient accuracy to warrant the relevance of policy decisions. In this context there is significant scope for optimization modeling for both strategic planning and operational management. We discuss diverse aspects of the problem of debt sustainability and highlight modeling approaches that can be brought to bear on the problem. Aim A comparison was made between the root canal lateral condensation technique and other condensation techniques in which physical (temperature: Soft-Core®, Obtura II®) or chemical changes (condensation: Guttaflow®, Resilon®) may affect the dimensional stability of obturation and thus favor apical microleakage. Materials and methods A total of 212 single-root teeth removed for orthodontic or periodontal reasons were randomized to 5 groups of 40 teeth each. This paper addresses the construction of a novel efficient rotation-invariant texture retrieval method that is based on the alignment in angle of signatures obtained via a steerable sub-Gaussian model. In our proposed scheme, we first construct a steerable multivariate sub-Gaussian model, where the fractional lower-order moments of a given image are associated with those of its rotated versions.
