The recent judgment of the Grand Chamber of the European Court of Human Rights in Strand Lobben and others v. Norway raises, among others, two interesting reflections. First, it expressly requires a balance between the best interest of the child and other rights, such as the parents’ interest to the maintenance of family relationships. Introduction of Multiflow for HSDPA

This paper introduces a multi-cell transmission scheme for High-Speed Downlink Packet Access (HSDPA) networks, called Multiflow. In this concept, downlink data is transmitted to a user terminal at the border of two cells from one or both of the cells. The cells may belong to same NodeB or to two different NodeBs. The data flows are separated by different scrambling codes used by each associated cell, thus the flows can be treated independently. This provides increased multi-user diversity by means of flexibility in downlink resource management, in addition to the spatial diversity of multiple transmission locations. In the current jurisprudential debate, the issue of conflicts of rights is a widely debated one. The present essay aims at clarifying the main aspects of this ongoing debate, along the following lines: firstly, an historical account of the problem of balancing conflicting rights will be given, with an eye both to the American recent experience and to the Italian one. Secondly, it will be discussed whether and under what circumstances rights can conflict. We contribute to the optimization of the sparse matrix-vector product by introducing a variant of the coordinate sparse matrix format that balances the workload distribution and compresses both the indexing arrays and the numerical information. Our approach is multi-platform, in the sense that the realizations for (general-purpose) multicore processors as well as graphics accelerators (GPUs) are built upon common principles, but differ in the implementation details, which are adapted to avoid thread divergence in the GPU case or maximize compression element-wise (i.e., for each matrix entry) for multicore architectures.
