The distributional effects of capital account liberalization

Abstract Episodes of account liberalization increase the Gini measure of inequality, based on panel data estimates for 149 countries from 1970 to 2010. These episodes are also associated with a persistent increase in the share of income going to the top. We investigate three channels through which these impacts could occur. First, the impact of liberalization on inequality is stronger where credit markets lack depth and financial inclusion is low; positive impacts of liberalization on poverty rates also vanish when financial inclusion is low. The extension of collective agreements in France, Portugal and Spain

This article examines the role of extension provisions for collective agreements in France, Portugal and Spain, three countries that have faced pressure to introduce more flexibility in their employment regimes during recent economic crises. The article establishes the continuing importance of extension provisions for maintaining high bargaining coverage in all three countries and traces the origin of national differences in their evolution to the strategies of the various actors, governments, employers and trade unions, and the context in which they are operating. This chapter explores the role of strategic interactions that affect the spatial allocation of structural funds in the European Union. More specifically, this chapter seeks to test if the interactions between government decisions are strategic substitutes or complements in the context of the European structural funds allocation. Wage Bargaining Centralization And Macroeconomic Performance: An Experimental Approach

This paper experimentally analyzes the effect of wage bargaining centralization (WBC) on macroeconomic performance. Our theoretical benchmark comes from that developed by Cukierman and Lippi (1999) to investigate the joint effects of monetary policy and labor market institutions on unemployment and inflation. We focus on the implications of two well known effects related to the degree of WBC: the competitive effect and the strategic effect. Using the unanticipated creation of a new agency in the French region of Lyon as a quasi-natural experiment, we question whether distance to local public employment agencies (LPEAs) is a new channel for spatial mismatch. Contrary to past evidence based on aggregated data and consistently with the spatial mismatch literature, we find no evidence of a worker/agency spatial mismatch, which pleads for a resizing of the French LPEA network. However, echoing with the literature on the institutional determinants of the local public employment agencies' efficiency, we do find detrimental institutional transitory effects.

When is there more employment, with individual or collective wage bargaining?

Abstract In a standard Diamond-Mortensen-Pissarides labour market with frictions, the authors seek to determine when there is more employment with individual wage bargaining than with collective wage bargaining, using a wage equation generated by the standard total surplus sharing rule. Using a Cobb-Douglas production function, they find that if the bargaining power of the individual is high compared to the bargaining power of the union, there is more unemployment with individual wage setting and vice versa. Skill Biased Technical Change and Misallocation: A Unified Framework

Due to strict reliance on competitive labor markets, standard approaches which measure skill biased technical change (SBTC) conflate labor market distortions which prevent firms from choosing the efficient ratio between skilled and unskilled labor and `true' SBTC. This contrasts with recent evidence on decoupling between wages and productivity.
