Learning automata (LA) with artificially absorbing barriers was a completely new horizon of research in the 1980s (Oommen, 1986). These new machines yielded properties that were previously unknown. More recently, absorbing barriers have been introduced in continuous estimator algorithms so that the proofs could follow a martingale property, as opposed to monotonicity (Zhang et al., 2014), (Zhang et al., 2015). However, the applications of LA with artificial barriers are almost nonexistent. Steiner systems and configurations of points

AbstractThe aim of this paper is to make a connection between design theory and algebraic geometry/commutative algebra. In particular, given any Steiner SystemS(t, n, v) we associate two ideals, in a suitable polynomial ring, defining a Steiner configuration of points and its Complement. We focus on the latter, studying its homological invariants, such as Hilbert Function and Betti numbers. We also study symbolic and regular powers associated to the ideal defining a Complement of a Steiner configuration of points, finding its Waldschmidt constant, regularity, bounds on its resurgence and asymptotic resurgence. On the variations of the Betti numbers of regular levels of Morse flows

Abstract We generalize results in Cruz and de Rezende (1999) [7] by completely describing how the Betti numbers of the boundary of an orientable manifold vary after attaching a handle, when the homology coefficients are in Z, Q, R or Z p Z with p prime. First we apply this result to the Conley index theory of Lyapunov graphs. Next we consider the Ogasa invariant associated with handle decompositions of manifolds. We make use of the above results in order to obtain upper bounds for the Ogasa invariant of product manifolds.
Optimal control of option portfolios and applications

We present an expected utility maximisation framework for optimally controlling a portfolio of options. By combining the replication approach to option pricing with ideas of the martingale approach to (stock) portfolio optimisation we arrive at an explicit solution of the option portfolio problem. Its characteristics are illustrated by some specific examples. As an application, we calculate an optimal option and consumption strategy for an investor who is obliged to hold a stock position until the time horizon.

Abstract Some well-known arithmetically Cohen–Macaulay configurations of linear varieties in P r as k-configurations, partial intersections and star configurations are generalized by introducing tower schemes. Tower schemes are reduced schemes that are a finite union of linear varieties whose support set is a suitable finite subset of Z + c called tower set. We prove that the tower schemes are arithmetically Cohen–Macaulay and we compute their Hilbert function in terms of their support. Afterwards, since even in codimension 2 not every arithmetically Cohen–Macaulay squarefree monomial ideal is the ideal of a tower scheme, we slightly extend this notion by defining generalized tower schemes …

The Italian Constitutional Court (141/2019) rejected the issue on the constitutional legitimacy of the crimes of "recruitment" and "aiding and abetting" prostitution, as proposed by the Court of Appeal of Bari. Nevertheless, the causal links between the behavior of facilitating prostitution and the dangers to freedom, security and dignity of the prostitutes are questionable.

With decision no. 61/2020 the Constitutional Court has declared unconstitutional art. 55-quater, paragraph 3-quater, of Legislative decree 165/2001 because of the contrast with art. 76 of the Constitution. Therefore, the Court deems that Law 124/2015 – authorizing the government to introduce the unconstitutional provision – only deals with the disciplinary procedure: in this connection, new forms of administrative responsibility are out of the scope of Law 124/2015, as the damage to the image for unjustified absences of public employees.
