Biological richness of a large urban cemetery in Berlin. Results of a multi-taxon approach.

2016

Abstract Background Urban green spaces can harbor a considerable species richness of plants and animals. A few studies on single species groups indicate important habitat functions of cemeteries, but this land use type is clearly understudied compared to parks. Such data are important as they (i) illustrate habitat functions of a specific, but ubiquitous urban land-use type and (ii) may serve as a basis for management approaches. New information We sampled different groups of plants and animals in the Weißensee Jewish Cemetery in Berlin (WJC) which is one of the largest Jewish cemeteries in Europe. With a total of 608 species of plants and animals, this first multi-taxon survey revealed a c…

Determination of disproportionate tenders in public procurement

2013

[EN] Public procurement is one of the fundamental pillars of the construction sector and the understanding of its statutory regulation is one of the keys to success. The government regulates the concept of disproportionate tenders to avoid deals that are too low, something which could jeopardise the execution of the work or cause problems during implementation such as conflicting prices, project modifications and delays. The criteria for determining the disproportionality of the offers are numerous and each contracting authority determines which to use in each process by carrying out a comparative analysis. The results show that the formulas of disproportionality based on a percentage of th…

Value creation in the international public procurement market: In search of springbok firms

2019

Abstract Public procurement accounts for more than 10% of global GDP. Digital transformation of public procurement creates new opportunities for value creation in international markets. Identifying and analyzing the companies, especially the SMEs, that can capitalize on these opportunities is therefore an important issue for policymaking, management, and scientific research. This study linked microdata on selected bidders from the Tenders Electronic Daily (TED) e-procurement portal and the Orbis database. Based on a sample of 933 Spanish companies, the analysis provides empirical support for the cross-border size bias conjecture. The reason for this bias is the predominance of large compani…

A Binary Particle Swarm Optimization Algorithm for a Double Auction Market

2007

In this paper, we shall show the design of a multi-unit double auction (MDA) market. It should be enough robust, flexible and sufficiently efficient in facilitating exchanges. In a MDA market, sellers and buyers submit respectively asks and bids. A trade is made if a buyers bid exceeds a sellers ask. A sellers ask may match several buyers bids and a buyers bid may satisfy several sellers asks. The trading rule of a market defines the organization, information exchange process, trading procedure and clearance rules of the market. The mechanism is announced before the opening of the market so that every agent knows how the market will operate in advance. These autonomous agents pursue their o…

Public-Private Partnership: Transaction Costs of Tendering

2016

Abstract What are the transaction costs of participating in a public-private partnership (PPP) tender? Prior research indicate that there is a significant amount of resources required. However, few researchers seem to measure transaction costs directly. The purpose of this paper is therefore to fill this knowledge gap by presenting estimated transaction costs from both public and private actors. The underlying approach for this research was a case study of a new primary school in Norway. This case was chosen because of the expedient access to detailed information of the tendering process. The main source of data was documents and estimated figures obtained from public and private actors inv…

Analysis of the Scoring Formula of Economic Criteria in Public Works Procurement

2013

[EN] Public works procurement regulates two award procedures from within the same criteria: either the price or a variety of different conditions. Although the question of price may not seem the most important factor to be considered, it is imperative to always be aware of it when bearing in mind the award criteria. Economic scoring formulae (ESF) are numerous and each agency has the authority to determine which will be used for each of their bids, making this article a comparative analysis of all the options. The results show that most formulas give the highest score to the most economic bidder, it is necessary to eliminate the use of formulas that give the highest score to the offers whic…

I Banu Abi'l-Husayn o Kalbiti tra Palermo e il Cairo (X-XI secolo): note su una interazione familiare e politica, rileggendo al-Maqrizi.

2018

The Banū Abī’l-Ḥusayn or Kalbiti between Palermo and Cairo (x-xi sec.): Notes on a family and political interaction, rereading al-Maqrīzī · This article aims at investigating a crucial issue with regard to thehistory of Islamic Sicily, the Fatimid presence on the island during the 10th and the 11th century, as well as the integration of the largest island – and ṯaġr – in Muslim hands into the network of the Mediterranean relationships, particularly those between Sicily and Egypt, immediately after the Fatimid Caliph imām al-Mu‘izz li dīn Allāh (d. 975) moved to Cairo in 972. Since the subject of Fatimid Sicily has been scarcely explored, I have chosen to deal with the particular relationshi…

Can obligatory omnivore carabids be useful for the biocontrol of weeds?

2017

National audience; Many thousands of carabid individuals exist in farm fields, in communities of carnivore and opportunistic (e.g. granivores) and obligate omnivore guilds. As carabids can eat a substantial amount of weed seeds they are considered as credible biocontrol agents for the regulation of weeds in arable fields. Some studies have suggested that “granivores” are more important biocontrol agents than obligate omnivorous species. Yet, in some instances, obligate omnivores are very abundant and appear to drive the predation of weeds leading some authors to question whether specialist natural enemies are better. Moreover, niche complementarity, facilitation and interference (i.e. intra…

Stability of consumption pattern in two seed eating carabid species

2017

SPEGESTADDOCT INRA; Carabids can eat a substantial amount of seeds of weeds per day and are considered as credible biocontrol agents for the regulation of weeds in arable fields. Carabids species belong to either granivore, omnivore or carnivore trophic guilds and we expected each of these to have specific patterns of weed seed consumption and specific responses to biotic interactions. These differences will impact the total predation rate of a carabid community and may also explain why it is difficult to predict the efficiency of carabid biocontrol service. To test this expectation, we looked at the consumption pattern of two species of carabids species common in arable fields, one known a…
