Anti-Racism from the Margins: Welcoming Refugees at Schengen’s Northernmost Border

Through events of solidarity with refugees that unfolded at the Arctic border between Norway and Russia in 2015, we critically address two common analyses of racism and humanitarianism. First, we argue that the often-claimed explanation that racism results from disenfranchised social class fails to identify solidarities across marginalized groups. Furthermore, as anti-Muslim racism has become more mainstream in the Nordic region, solidarity with refugees offers critical positions in relation to political centers. Il presente saggio presenta una sintesi della ricerca etnografica condotta a Palermo, presso il campo rom, dal 2005 al 2010 (Di Giovanni 2015). Il focus d’indagine prescelto è quello di mettere in luce le pratiche di attraversamento fisico-metaforico degli spazi urbani, adottate da alcune famiglie rom nel loro quotidiano fatto di invisibilità e di discriminazione. The article primarily aims at offering a theoretical reconstruction of the fundamen- tal characteristics of the so-called crimmigration strategy, as it appears in Italian law. The author’s main thesis is that what differentiates this strategy from the ways in which Italy has traditionally dealt with undesired foreigners is not so much the instruments that are deployed, but the way in which the foreigner him/herself is conceived: not as an individual, but as a “mass-foreigner”. The 200-nautical-mile Exclusive Economic Zone created by the 1982 UNCLOS regime generates conflict in areas where the distance between opposite national coasts is less than 400 nautical miles and in marginal seas surrounded by many states and with islands. This is the case of the marginal seas in the Indian and Pacific Oceans. In particular, the EEZ regime has proved troublesome in the South China Sea, leading some authors to ask whether it has actually strengthened or undermined peace and cooperation. At the end of the 19th century, Spanish carnivals have been marked by the participation of the different tunas or also known as, estudiantinas. These groups achieved significant relevance in Galicia, especially in the city of Compostela, which, year after year, encouraged and supported the formation of groups of this nature to liven up the carnivals in the different Spanish cities.
