Giuseppe Samonà e la “spina dorsale” di Gibellina Nuova

Nel 1970 Giuseppe Samonà coordina il gruppo di progettazione formato da Vittorio Gregotti, Gianni Pirrone e Alberto Samonà per il Progetto del Centro civico, commerciale e culturale di Gibellina Nuova. Del piano è realizzato il municipio e poi, rielaborato e in altro luogo, il teatro. I monumenti, fondati su un asse pedonale in quota connesso a un suolo artificiale articolato, esprimono l’unità architettura – urbanistica e anticipano, per certi versi, una riflessione successiva del Direttore dello IUAV sulla dialettica fra urbano e rurale.

From this plan among the monuments just the town hall was built. The theatre was proposed later for a different place. The buildings should have been linked to a pedestrian axial gangway connected to an articulated artificial ground. The complex should have shown the unity between architecture and urban planning anticipating in some ways a later Samona’s reflection about the dialectic between urban and rural.

Settore ICAR/14 - Composizione Architettonica E UrbanaThe essay questions the future's possibilities to operate on the buildings of the second half of the twentieth century according to the Italian Code of Cultural Heritage (2004-2011). When arguing how to encourage the re-use of these artifacts which are often marked by short-life technology cycles obsolescence and abandonment the ambiguities and inconsistencies of current legislative procedures deeply stress the cultural role of research experiences that use project-oriented methodologies. The comparison between some Italian and other European cases highlights the role of a design approach in the construction of a transformative protection perspective for the built matter of the second half of the twentieth century. In a framework aiming to encourage a reconciliation between the recent built environment and the new paradigms of sustainability and circular economy architecture must recognize re-cycle practices as a main theoretical and procedural node. To modernize the late Modern built environment with contemporary construction components is not simply a matter of technical knowledge and expertise: but a theme with theoretical density aesthetic and ethical values. The architectural project in this field today must ask for greater congruence between the bureaucratic and administrative levels and the real consistency of this corpus. It is a matter of identifying strategies to equip it with capabilities meanings and contents remembering that demolition wastes have unsustainable environmental costs and uncertain results concerning the necessary new attribution of political and semantic meaning that these places await.

The book Maifinito featured essays, projects, and a selection of “international artistic, social and architectural experiences,” all of which centered around the “fenomeno del maifinito,”1 the maifinito phenomenon—in other words, the enormous number of unfinished buildings in southern Italy, and especially on the island of Sicily. Many of these buildings, so-called maifiniti, have been constructed entirely outside the legislative framework—a phenomenon that perfectly encapsulates the relationship in Italy between construction, the public vs. private realm, the state, and legislation. In December 2015, Arno Brandlhuber met Isabella Fera in Palermo for a wide-ranging discussion.

This work describes a methodology for the identification of the optimal features for the envelope of a residential building. The optimization process allows minimizing operating energy consumption, investment costs and life cycle energy and environmental embodied impacts. The compliance with the Italian Internal Stability Pact represents a relevant constraint for Public Administrations in their aims of improving the efficiency with which they use energy, despite several interesting financial tools have been released for helping these institutions in the imple mentation of effective actions. The available domestic financial tools are here shortly revised, particularly about their compatibility with the Stability Pact. The role of the socalled rotative founds is moreover described as a tool for supporting Public Administrations in improving their energy efficiency, even in the observance of the limits established by the Stability Pact.
