The purpose of this overview is to highlight the role which is played by the Canadian Senate and the British House of Lords in their constitutional legal systems, and to attempt to underline what similarities or differences can be identified in relation to their composition and functions. This paper will analyse whether they have an actual representative capacity and if they are able to perform the typical functions which are normally allocated to the upper chambers, functioning as a “sober second thought” and a house of check on the majority expressed in the lower chamber, usually connected to the Cabinet. The essay examines the natural law economics of the eighteenth century and the evolutionist economics of the nineteenth century by focusing on their methods for achieving a common, nebulously articulated goal: individual fulfillment and the happiness and welfare of mankind in a free, harmoniously ordered society. Illustrating the theoretical and, in practice, effective theories derived from natural law are cammeralism, the economic philosophy of the Physiocrats, and economic liberalism. The paper deals with two conflicts of constitutional powers on the enforcement of Italian constitutional norms on the legislative process. In particular, with orders nn. 17/2019 and 60/2020, the Constitutional Court judged on the admissibility of two constitutional conflicts between powers of the State, promoted by some Members of the Italian Parliament (and Parliamentary Groups) against the Majority of MP's which approved the National Budget Law. Analiza właściwości strukturalnych współczesnych legislatyw wskazuje, że szczególnie istotny jest czynnik organizacji wewnętrznej pozwalający wyodrębnić bikameralizm symetryczny.
