David Hilbert’s lecture, “Mathematical Problems,” [Hilbert 1900] delivered in Paris in 1900 at the Second International Congress of Mathematicians, has long been recognized as marking a milestone in the history of mathematics. Certainly for Hilbert himself, this marked the single greatest event and a true turning point in his storied career. When historians and mathematicians have written about the so-called Hilbert problems, they have usually looked forward into the twentieth century, sometimes by viewing their resolution as markers for mathematical progress.

Mapping sub-pixel burnt percentage using AVHRR data. Application to the Alcalaten area in Spain

The purpose of this work is to estimate at sub-pixel scale the percentage of burnt land using the Advanced Very High Resolution Radiometer AVHRR through a simple approach. This methodology is based on multi-temporal spectral mixture analysis MSMA, which uses a normalized difference vegetation index NDVI and a land-surface temperature LST image as input bands. The area of study is located in the Alcalaten region in Castellon Spain, a typical semi-arid Mediterranean region. The results have shown an extension of approximately 55 km2 affected by fire, which is only 5% lower than the statistic reports provided by the Environmental Ministry of Spain. Traditional cultural landscapes (TCLs) are prominent in Mediterranean countries. The abundance of this landscape type, however, is not reflected by broad-scale inventories and mapping tools. The aim of this paper is to highlight the need for a multidisciplinary approach to landscape analysis, with special reference to the Mediterranean area. We propose an integrated method that combines deductive and inductive processes to define and map TCLs in a study area (Mount Etna, Sicily, Italy). Abstract This article deals with mapping exposure (or external vulnerability) to flood risk in two typical Mediterranean ephemeral streams: the Barranco de Carraixet and the Rambla de Poyo. The floodplains of both streams are within the metropolitan area of the city of Valencia (Spain’s third largest city). Following the Mediterranean model, they are very fertile areas (with intense periurban and highly productive agriculture) which have recently absorbed the great urban expansion of the metropolis. This paper aims to analyze Juan Jose Saer’s narrative strategy in the novel "La ocasion". The author takes over some of the characters belonging to Argentinian collective imagination –who are national mythts–, what allows him to show the pampas as a misty and insurmountable mythical place. The especial mapping of plain he draws is not only a geographic framework in which the landowner, the gaucho or immigrant face both the environment and the otherness. This may be understood as a metaphor of man’s general condition. From a Lacanian orientation, the second part of this article examines the configuration of the main character from its central theme: spirit-matter dichotomy.
Impact of the refugee crisis in the EU CSDP. Reference to the Spanish contribution

For the last three years the EU has been facing a refugee crisis which adds on to the flux of immigrants heading to Europe. The absence of safe and legal routes results in both immigrants and refugees having to recur to traffic mafias in order to cross the Mediterranean (through two main routes, the central one from Libya and the eastern one from Turkey), which ends up turning into a pit for thousands of deaths. The EU has launched a dispositive to fight against this situation, specifically in the route that stems from Libya, the operation EUNAVFOR MED. However, its features raise a series of problems which the Security Council’s Resolution 2240 (2015) has yet to resolve.

Current military campaign against the Islamic State in Iraq and Syria raises the question of the admissibility of the right to use force in self-defence against attacks by non-State actors in other States. International law in this area remains controversial and State practice ambiguous and inconsistent. This article analyses the legal basis invoked by States to justify their military operations against ISIL. Consent provided by the Iraqi government is lacking in the case of Syria, leaving only self-defence as feasible legal basis.
