Background: Sleep apnoea syndrome (SAS), one of the main medical causes of excessive daytime sleepiness, has been shown to be a risk factor for traffic accidents. Treating SAS results in a normalized rate of traffic accidents. As part of the COST Action B-26, we looked at driving license regulations, and especially at its medical aspects in the European region. A Tight Lower Bound on Certificate Complexity in Terms of Block Sensitivity and Sensitivity

Sensitivity, certificate complexity and block sensitivity are widely used Boolean function complexity measures. A longstanding open problem, proposed by Nisan and Szegedy [7], is whether sensitivity and block sensitivity are polynomially related. Motivated by the constructions of functions which achieve the largest known separations, we study the relation between 1-certificate complexity and 0-sensitivity and 0-block sensitivity.

ABSTRACT The aim of this paper is to contrast the nature of the effect of education, Human Capital or Screening, in the Spanish labour market. We use the Hungerford and Solon methodology to distinguish between the returns to schooling from mere years of schooling as a reflection of their productive–enhancing contribution (human capital) and the returns to schooling from academic certificates as signals of the individual’s ability (sheepskin effects). Abstract In this paper, we will present some important aspects regarding the design and implementation of a project which generates significant results in the life-long learning of the teachers from all levels of the Romanian education system. The project is part of the priority axis: “The development of human resources in education and professional training”. The general objective aims to improve the e-learning interactive methods and the activity with the disabled in order to use them also within the didactic activity, to improve the results of the educational process as well as to increase the disabled access to education.

The quantum query complexity of certification

We study the quantum query complexity of finding a certificate for a d-regular, k-level balanced NAND formula. Up to logarithmic factors, we show that the query complexity is Theta(d^{(k+1)/2}) for 0-certificates, and Theta(d^{k/2}) for 1-certificates. In particular, this shows that the zero-error quantum query complexity of evaluating such formulas is O(d^{(k+1)/2}) (again neglecting a logarithmic factor). Our lower bound relies on the fact that the quantum adversary method obeys a direct sum theorem.

On the Power of Non-adaptive Learning Graphs

We introduce a notion of the quantum query complexity of a certificate structure. This is a formalisation of a well-known observation that many quantum query algorithms only require the knowledge of the disposition of possible certificates in the input string, not the precise values therein. Next, we derive a dual formulation of the complexity of a non-adaptive learning graph, and use it to show that non-adaptive learning graphs are tight for all certificate structures. The HPC Certification Forum: Toward a Globally Acknowledged HPC Certification

The goal of the HPC Certification Forum is to categorize, define, and examine competencies expected from proficient HPC practitioners. The community-led forum is working toward establishing a globally acknowledged HPC certification process, a process that engages with HPC centers to identify gaps in users’ knowledge, and with users to identify the skills required to perform their tasks. In this article, we introduce the forum and summarize the progress made over the last two years. The release of the first officially supported certificate is planned for the second half of 2020.
