The importance of reliable record linkage for high quality-population-based disease registration is widely recognized. Systematic methodologic work is lacking, however, on the effects of record linkage errors on the use of disease registries for epidemiologic purposes. The present paper provides algebraic models describing the effects of record linkage errors on monitoring survival of registered patients, which is commonly performed by matching registry records against a database of death certificates, and on registry-based incidence follow-up of external cohorts. Furthermore it allows the use of an electronic signature provided that keys used belong to the key owner and that the key owner's identity is guaranteed by a trusted third party. Under the auspices of the Radiological Society of Germany (Deutsche Rontgengesellschaft, DRG) its IT-Working Group (Arbeitsgemeinschaft fur Informationstechnik, @GIT) built up an appropriate Certification Authority including the required Public-Key-Infrastructure. Background: Diabetes accounted for approximately 10% of all-cause mortality among those 20–79 years of age worldwide in 2019. In 1986–1989, Hispanics in the United States of America (USA) represented 6.9% of the national population with diabetes, and this proportion increased to 15.1% in 2010–2014. Recently published findings demonstrated the impact of attained education on amenable mortality attributable to diabetes among Non-Hispanic Whites (NHWs) and Non-Hispanic Blacks (HNBs). The article shows the necessity of continuing education, including the language education. Fundamental differences between the education of children, teenagers and adults were presented. An original method of teaching a foreign language, developed for the adults learning German to be able to work in German-speaking countries was described.
