Peter Gjortler explains that the EU Charter was originally introduced as a non-binding re-statement of rights – already acknowledged or interpreted in the EU – with the Nice Treaty of 2001. It was supposed to be a binding document as part of the European Constitution but the latter was rejected notably by France via a referendum in 2005. It was then proposed as a legally binding instrument with the revised Lisbon Treaty. An analytical model of a new packet marking algorithm for TCP flows: Preliminary insights

In differentiated services networks, packet marking schemes can be devised to differentiate packets belonging to a same TCP flow, with the goal of improving the experienced performance. This paper presents an analytical model for an adaptive packet marking scheme proposed in our previous work. The model combines three specific sub-models aimed at describing i) the TCP sources aggregate ii) the marker, and iii) the network status. Some preliminary simulative results seem to validate the model.

A Bayesian Sequential Look at u-Control Charts

We extend the usual implementation of u-control charts (uCCs) in two ways. First, we overcome the restrictive (and often inadequate) assumptions of the Poisson model; next, we eliminate the need for the questionable base period by using a sequential procedure. We use empirical Bayes(EB) and Bayes methods and compare them with the traditional frequentist implementation. EB methods are somewhat easy to implement, and they deal nicely with extra-Poisson variability (and, at the same time, informally check the adequacy of the Poisson assumption).
