What Explains Governance Structure in Non-Profit and For-Profit Microfinance Institutions?

This paper aims to explain the choice of board and CEO characteristics in microfinance institutions (MFI). Explanations are sought in substitution or complementarity between the characteristics, external governance variables, and financial performance and outreach performance to the poor. The data are from 290 MFIs in 61 countries, and the logit regressions methodology is employed. The board and CEO characteristics are board size, CEO-chairman duality, international directors, and female CEO. Do Powerful CEOs Have an Impact on Microfinance Performance?

In this study we show that Microfinance Institutions (MFIs) with more powerful CEOs have higher performance variability. A powerful CEO is defined as one that also chairs the board of directors. CEO power is reflected in higher performance variability if CEOs have more latitude of action, i.e. managerial discretion. Managerial discretion can be limited by having stakeholder electives on the board. We find that CEO power only has an effect on MFI performance variability when there are no stakeholder electives on the board. The Implementation of the Directive on Tax Intermediaries in Spain (DAC6)

The paper analyzes with criticism the riks, challenges and doubts that may arise as a result of the implementation of the DAC6 directive, relating to the obligation of tax intermediaries to disclose information on certain tax schemes to the tax administration at the moment of assistance and implementation of the scheme. It reveals the inconsistencies and the potential break of some fundamental freedoms of taxpayers and intermediaries and suggests mechanisms, tips and tools to improve it.

The effects of offering and seizing optional learning opportunities rarely have been investigated. Thus, university instructors have no basis on which to decide whether offering optional learning opportunities to their students would be worth the effort and which students would seize and benefit from them. To target these questions, we designed a teaching−learning format in which we offered psychology undergraduates optional learning opportunities throughout the semester. Video surveillance and security policy in France: From regulation to widespread acceptance

This article presents a historical account of the introduction and use of video surveillance cameras in France. Specific reference is made of the introduction of regulatory and legislative arrangements and to political debates surrounding the provision of video surveillance cameras. A feature of the French context has been a desire by national government to install cameras more widely in public places and a resistance to do so by local regions (departments). This highlights a traditional tension between central and local government in France and the significance of political rhetoric to the ongoing installation and operation of video surveillance cameras.
Two tiered privacy enhanced intrusion detection system architecture

The paper describes an architecture for privacy-enhanced intrusion detection systems, that separates privacy-invasive and privacy-preserving operations. This can be useful in cases where less sensitive network monitoring is outsourced to a third party and more sensitive network monitoring operations and data forensics are performed in-house or by law enforcement agencies.
