The European Union at the Copenhagen climate negotiations: A case of contested EU actorness and effectiveness

This article analyses the extent of European Union (EU) actorness and effectiveness at the 15th United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP) meeting in Copenhagen in December 2009. Although the EU has been characterised as a leader in international climate policy-making for some time, the COP 15 meeting in Copenhagen has overall brought about disappointing outcomes for the Union. a b s t r a c t The statements produced by the consensus conference on infection in end-stage liver disease promoted by the Italian Association for the Study of the Liver, are here reported. The topics of epidemiology, risk factors, diagnosis, prophylaxis, and treatment of infections in patient with compensated and decompensated liver cirrhosis were reviewed by a scientific board of experts who proposed 26 statements that were graded according to level of evidence and strength of recommen- dation, and approved by an independent jury. International audience; Abstract BACKGROUND: There is no consensus regarding the definition of frailty for clinical uses. METHODS: A modified Delphi process was used to attempt to achieve consensus definition. Experts were selected from different fields and organized into five Focus Groups. A questionnaire was developed and sent to experts in the area of frailty. Responses and comments were analyzed using a pre-established strategy. Statements with an agreement more than or equal to 80% were accepted. Previous studies suggest that before participants in web-based conferencing can reach deeper level interaction and learning, they have to gain an adequate level of common ground in terms of shared mutual understanding, knowledge, beliefs, assumptions, and presuppositions (Clark & Schaefer, 1989; Dillenbourg, 1999). The EU’s Role in International Climate Change Policy-Making: A Global Leader in Decline?

This chapter assesses the European Union’s (EU) role in international climate change policy-making by comparing the EU’s degree of goal attainment at the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP) negotiations in Copenhagen in 2009 and Cancun in 2010. By making use of three analytical factors (coherence, the opportunity structure and politicisation) we assess the outcomes of both negotiations for the EU. The Durban negotiations of 2011 are touched upon in the conclusions.
