The subject of the article is referring to the modelling and simulating of the formation of human resources by applying the PERT/CPM (Program Evaluation and Review Technique/Critical Path Method) and the taking into consideration of some risks associated to this activity. The aim of the article is to offer practical support to the management of organizations in order to make a formation program of human resources, which implies activities of precedence and interrelated, critical paths, the distribution of time resources and necessary costs for the fulfilment of the organizational objectives.

For the last two decades, Finnish universities have faced the implementation of new systems of control and undergone dramatic changes that have worsened academic working conditions–such as corporatisation and budget cuts. This article explores Finnish academics’ experiences of university reforms with a special focus on the consequences it has had in terms of organisational socio-dynamics. This chapter reviews the different conceptualizations of ‘the’ historical development of management ideas. It focuses on three approaches to the evolution of research on management ideas: (1) mainstream, (2) embedded, and (3) critical alternatives. The mainstream is the most dominant approach, both in research and in textbooks of management, while the embedded approach is increasingly popular among institutionally oriented researchers. A key suggestion is that it is also important to find and follow less researched avenues in the evolution of management ideas, such as the critical alternatives approach, drawing on forgotten and marginalized discourses. This paper aims to critically analyse the Estonian People’s Assembly (EPA), a crowdsourcing initiative carried out from 2013 to 2014. During the project, citizens could participate in decision-making and make proposals for laws and policies on a dedicated web-platform. Additionally, some people were invited for a traditional off-line debate. In that way, the project combined virtual communication tools with traditional discussion to apply the principles of collaborative e-democracy, in which governmental stakeholders and non-governmental stakeholders (such as local communities) join in a deliberative debate.
