Growing Like Germany: Local Public Debt, Local Banks, Low Private Investment
2021
The paper uses a panel of more than 1m German firms over 2010-2016, to provide the first firm-bank level evidence of local crowding out for a developed economy characterized by low interest rates and fiscal austerity. Our mechanism relies on two structural features of Germany's banking landscape: the local segmentation of credit markets for small and medium-sized firms (SME) and the role of local public banks in local public finance. Local public banks dominate lending to small and medium firms in Germany and also have an explicit mandate to lend to the local public sector. With spreads on local government debt at all-time lows, local public banks tried to break even, using their market pow…
Evolution of the electronic monitoring in Poland
2017
Electronic monitoring is a new solution in Polish penal law. It should be noted that the electronic monitoring was initiated in the United States of America by psychologist Ralph Schwitzgebel in 1964. In Poland the system of electronic monitoring appeared in a later period of time. One of the basic legislator’s purposes was to reduce overcrowding in prisons. This institution was used from the date of the entry into force of the Act of 7 September 2007 about serving a sentenceof imprisonment outside prison in the system of electronic monitoring (Dz. U. 2007, No. 191, item. 1366), which was experimental. The next important legislative changes concerning the electronicmonitoring have been intr…
Wider Letter-Spacing Facilitates Word Processing but Impairs Reading Rates of Fast Readers
2020
Previous reports of improved oral reading performance for dyslexic children but not for regular readers when between-letter spacing was enlarged led to the proposal of a dyslexia-specific deficit in visual crowding. However, it is in this context also critical to understand how letter spacing affects visual word recognition and reading in unimpaired readers. Adopting an individual differences approach, the present study, accordingly, examined whether wider letter spacing improves reading performance also for non-impaired adults during silent reading and whether there is an association between letter spacing and crowding sensitivity. We report eye movement data of 24 German students who sile…
It’s More Fun in the Philippines? The Challenges of Tourism
2017
The Philippines have been in recent years a minor destination of international tourism flows, especially from Europe. Most visitors are Asians (Korea, Japan), Americans or Australians. This chapter examines some strengths of the Philippines in terms of tourism potentials (landscapes, undersea diving, cultural heritage), then its organizational and infrastructural weaknesses (transportation), as well as the lack of proper maintenance of tourism assets and the overcrowding of Boracay island, before examining the tourism policies of the national government (the successful “Its more fun in the Philippines” campaign, development of gambling, medical tourism and ecotourism). Four case studies in …
The Impact of Government Spending on the Private Sector: Crowding-out versus Crowding-in Effects
2011
The aim of this paper is to analyze the impact of government spending on the private sector, assessing the existence of crowding-out versus crowding-in effects. Using a panel of 145 countries from 1960 to 2007, the results suggest that government spending produces important crowding-out effects, by negatively affecting both private consumption and investment. Moreover, while the effects do not seem to depend on the different phases of economic cycle, they vary considerably among regions. The results are economically and statistically significant, and robust to several econometric techniques.
