How representative are referendums? Evidence from 20 years of Swiss referendums

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large. The Car Resequencing Problem with Pull-Off Tables

AbstractThe car sequencing problem determines sequences of different car models launched down a mixed- model assembly line. To avoid work overloads of workforce, car sequencing restricts the maximum occurrence of labor-intensive options, e.g., a sunroof, by applying sequencing rules. We consider this problem in a resequencing context, where a given number of buffers (denoted as pull-off tables) is available for rearranging a stirred sequence. The problem is formalized and suited solution procedures are developed. A lower bound and a dominance rule are introduced which both reduce the running time of our graph approach. Finally, a real-world resequencing setting is investigated.

Deep sequencing of the human retinae reveals the expression of odorant receptors

Several studies have demonstrated that the expression of odorant receptors (ORs) occurs in various tissues. These findings have served as a basis for functional studies that demonstrate the potential of ORs as drug targets for a clinical application. Instytucja podmiotu zobowiązanego do zwrotu korzyści majątkowej poprzednio była uregulowana w art. 52 Kodeksu karnego1 oraz art. 416 Kodeksu postępowania karnego2. Przepisy te zostały uchylone, jednak po około dwóch latach ustawodawca powrócił do wspomnianego rozwiązania w art. 91a i art. 415a k.p.k. Rho GTPases are over-expressed in human tumors.

Small GTPases of the Rho family are involved in the regulation of a variety of cellular processes, such as the organization of the microfilamental network, cell-cell contact and malignant transformation. To address the question of whether Rho proteins are involved in carcinogenesis in man, we compared their expression in tumors from colon, breast and lung with that of the corresponding normal tissue originating from the same patient. As shown by Rho-specific 32P-ADP-ribosylation, as well as Western-blot analysis, the amount of RhoA protein was largely increased in all 3 types of tumors tested. Mtlinteracts with members of Egfr signaling and cell adhesion genes in the Drosophila eye

Mtl is a member of the Rho family of small GTPases in Drosophila. It was shown that Mtl is involved in planar cell polarity (PCP) establishment, together with other members of the same family like Cdc42, Rac1, Rac2 and RhoA. However, while Rac1, Rac2 and RhoA function downstream of Dsh in Fz/PCP signaling and upstream of a JNK cassette, Mtl and Cdc42 do not. Visual saliency by keypoints distribution analysis

In this paper we introduce a new method for Visual Saliency detection. The goal of our method is to emphasize regions that show rare visual aspects in comparison with those showing frequent ones. We propose a bottom up approach that performs a new technique based on low level image features (texture) analysis. More precisely, we use SIFT Density Maps (SDM), to study the distribution of keypoints into the image with different scales of observation, and its relationship with real fixation points.
