The financing of Spanish public universities

The main features of the recent evolution of the Spanish universities are described in this paper. Of the three sets of reforms that are currently in progress (reforms of the teaching process, institutional evaluation and new financing models) we concentrate on the last one, introducing and discussing some proposals for the financing of Spanish public universities.

Problems and perspectives of ophthalmic research in Germany: results from a national survey.

<b><i>Purpose:</i></b> To identify and describe the most relevant obstacles to carrying out ophthalmic research in Germany. <b><i>Methods:</i></b> Two research methods were used to assess current problems in ophthalmic research. First, 55 expert interviews were conducted with major stakeholders in ophthalmic research, and key problems were identified. An online questionnaire was then sent to 3,080 German ophthalmologists, of whom 927 responded by evaluating the current research situation within ophthalmology in Germany. Highlights • Interstate migration is the main adjustment channel to labor demand shocks for the US. • EMU countries adjust through changes in labor force participation and unemployment. • Price flexibility is more important as a shock absorber for EMU. • Risk-sharing mechanisms have been more effective in the US than in the EMU. • The strength of these channels has increased for EMU ad declined for the United States.

The present paper shows the possibility to use a smart contract for defining a distributed Demand Response mechanism. The use of the blockchain and smart contracts for the Demand Response mechanism allows the creation of an automatic system, where network users can communicate with the DSO to provide their flexibility. We consider continuous-time robust network flows with capacity constraints and unknown but bounded time-varying demand. The problem of interest is to design a control strategy off-line with no knowledge of the demand realization. Such a control strategy regulates the flow on-line as a function of the realized demand. We address both the case of systems without and with buffers. The main novelty in this work is that we consider a convex cost which is a function of the long-run average-flow and average-demand.
