Il professore Franco Salvo. Un maestro dei diritti di libertà a Palermo nella seconda metà del Novecento

This paper focuses on the figure of Franco Salvo, a teacher of history and philosophy at the classical high school Umberto I in Palermo from 1945 to 1981. He was a master of freedom rights who taught democratically and critically the civic education in a historical perspective. Salvo was a representative figure of the Sicilian school after the Second World War, a master of life. As his students recall, in the 1968 he supported the student movement, forming their consciences for a critical reflection, a responsible freedom, a social and political commitment.

Local Government Reforms in Latvia, 1990-2003: Transition to a Democratic Society

This case study of Latvian local governments focuses on the qualitative aspects of reform legislation passed and implemented between 1990 and 2003 as the best available measures of changes made. Special attention is given to historical influences and inherited Soviet practices, the uncertain and conflicting value systems of reformers, and a gradual shift to concerns about the services provided. Abstract During the post-war years from 1945 the Labour Party in Norway obtained a unique possibility to realise its definite vision for a planned development of Norway. The result turned out to be a distinctively Norwegian form of long-term planning that throughout successive socialist and non-socialist governments lasted right up to 2005, when the government at that time let go of the idea of a long-term programme as a conceptual tool for comprehensive governmental planning and control. New Regionalism—Not Too Complex for the Media Watchdog

As cities grow and expand, governance networks advocated by the “new regionalism” have become increasingly important for policy making in metropolitan areas. This article examines media reporting about governance networks and the effect this reporting has on democratic accountability and legitimacy. We use data from a standardized content analysis of newspaper coverage about metropolitan policy making in four European metropolitan areas (Zurich, Berlin, Paris, and London), as well as survey data on citizens’ attitudes. The poverty line and subsistence minimum in Latvia

This article gives a picture of the difficulties of defining poverty and setting up a poverty line in a post-communist country in the period of transition to democracy and a market economy. The ongoing processes are linked with the deterioration of living standards and wellbeing of the population. The government has attempted to protect the population socially, accepting a subsistence minimum and later a crisis subsistence minimum. It is difficult to argue that the activities of the government have been successful and helped much in improving the living standards of the population of Latvia.
